The Office of Secretary of State (OSOS) offers some of the most unique and diverse job opportunities in state government. The Civic Engagement Program is responsible for implementing civic engagement programs, initiatives, services, and resources to increase civic and community trust, thereby increasing participation in the civic process among underserved, disenfranchised, and historically marginalized populations.  The Program implements these efforts to build confidence in the civic process within Washington.   Civic Engagement Manager (WMS BAND 2) Permanent, Full-Time   The Civic Engagement Manager is a manager and leader within the Office of the Secretary of State (OSOS) responsible for implementing civic engagement programs, initiatives, services, and resources to increase civic and community trust, thereby increasing participation in the civic process among underserved, disenfranchised, and historically marginalized populations.   The position reports directly to the Assistant Secretary of State, and synchronizes their efforts with the Executive Team, Director of Policy, Director of Legislative Affairs, county auditors, and other elected officials. The position also interacts with the Director of Elections, the Director of Information Security & Response, and External Affairs. The Civic Engagement Manager is responsible for civic initiatives and manages a team of three that develops, communicates, enacts, and assesses services, resources, and programs that support participation in the civic process among underserved populations. These populations tend to be underrepresented, marginalized, or first-generation citizens who are disenfranchised.  The Manager must be creative, compassionate, and perceptive to a broad spectrum of groups and individuals. This position will create, design, and implement programs and resources to build trust and confidence in the civic process within Washington. The Manager must be passionate about interacting with diverse groups, thrive in a team environment, and be committed to working in partnership with various internal and external organizations to advance the civic opportunity.   Please note: Interviews for this position will be conducted on an ongoing basis. The hiring manager reserves the right to fill the position at any time. The following are the duties and tasks of the Civic Engagement Manager: * Designs, creates, enacts, and implements programs and activities that demonstrate the importance of individuals and communities' involvement in the civic process, with a focus on underserved, disenfranchised, and historically marginalized populations.  * Integrates, synchronizes, and coordinates the Civic Engagement Program's efforts within local communities to ensure they are aware of the program and its objectives.  * The incumbent serves as the organization's lead strategist in developing programs and activities focusing on increasing engagement with underrepresented communities throughout the State of Washington. These efforts are codified within the OSOS Civic Engagement Plan. The plan's programs and activities must align with and support the secretary's priorities and require collaboration with OSOS stakeholders to ensure unity of effort.  * Provides structure, coordination, and oversight for the day-to-day management of the Civic Engagement Department, to include the following activities.  * Establish program priorities and oversee the development of engagement plans that support the engagement of community leaders within various communities throughout the state.  * Solves problems and emergent issues and reprioritizes, as needed.  * Monitors, analyzes, and maps opportunities within the operational environment to enable the deliberate engagement of key leaders and organizations to support inclusive efforts. * Collaborates with the Director of Information Security & Information, External Affairs, and other public-facing OSOS divisions  to ensure outbound messaging is aligned appropriately.   * Build strong relationships with external stakeholders and leaders from diverse and underrepresented communities to foster confidence in the civic engagement efforts of the OSOS. This is key to ensuring our efforts reach those individuals who feel disenfranchised.  * Interacts directly with communities' elected leaders locally and state policymakers on behalf of the OSOS. * Build strong relationships with internal stakeholders such as the Elections, Information Security & Response, and External Affairs divisions, as well as with legislative staff, external agencies, and others who share our commitment to expanding opportunities for disenfranchised people.  * Monitors, manage, and ensure the health of the workplace culture within the Civic Engagement program. Ensures the program supports the OSOS core values of visionary leadership, collaboration, integrity, and service excellence in all that they do.  * Provides the full range of supervisory responsibilities for personnel as required to manage and direct the work of the staff. This effort includes all activities of assigned operations within the program, including the formulation of plans and the associated resources. Selects, hires, and promotes assigned personnel. Takes corrective or adverse personnel action when required with the support of the Operations Division.  * Establishes work culture and work standards and identifies developmental and training needs for personnel. Develops quantitative and qualitative measures for evaluating the performance of staff and the performance of the team. Makes decisions on work problems presented by subordinate staff. Fosters synergy between teams and work units. Required Qualifications:  (Note: One year of supervisory experience is a requisite for this position)  * Four years of progressively responsible experience in program management to include policy and budget development, stakeholder engagement, and workforce planning; One year of experience as a supervisor managing teams and performing the following tasks; interviewing, hiring, training, assigning, and directing work and evaluating staff. * Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position. * Must possess a current Washington driver's license or have requested and obtained an appropriate accommodation. Preferred/Desired Qualifications: * Management experience with progressively increasing responsibility. * Possesses cultural competence and ability to be inclusive. * A track record of building successful teams, creating trust, and effectively leading a diverse group of professionals. * Knowledge of management principles to include strategic planning and development of strategic work plans. * Proven ability to utilize social media effectively. * Proven expert in writing, editing and public speaking skills. * Demonstrated success in promoting an organization or government entity with stakeholders. * Commitment to workplace core values of visionary leadership, collaboration, integrity, and service excellence. * Experience leading statewide or organization-wide projects from concept to completion. * Knowledge of state government policies and legislative processes. * Experience applying critical thinking and collaboration to solve complex problems.  * Ability to demonstrate skills in identifying opportunities for improving service delivery, collecting, and analyzing relevant data and information to present options and recommend solutions. Working Conditions: Works primarily in an office environment which will require the ability to sit and/or stand for extended periods of time.  The working environment requires professional dress.  Demonstrated ability to multi-task, independently prioritize work and handle short deadlines in a complex and fast-paced environment.  Ability to handle stressful situations effectively and professionally.  Local and statewide travel may be required which may require overnight stays. Standard core business hours of Monday through Friday, 8:00 a.m. to 5:00 p.m. with the ability to work irregular hours and weekends on short notice as needed to support business activities.  Additional work hours may be required during Legislative Session or heavy workload periods.. Must have the ability to represent the Office of the Secretary of State with a professional attitude and friendly demeanor.
