As a Labor and Employee Relations Specialist, your major duties will include: * Providing expert advice, guidance, and counsel for a variety of complex employee relations and labor relations issues such as supervisor-employee relations, communications, management, union and employee rights, grievances and appeals; investigations and fact finding relating to labor and employee relation matters; time and attendance matters, flexible work schedule program, telework, leave, conduct and performance. * Serving as an Agency senior technical advisor on performance and conduct-based actions and related programs policies and practice, such as employee complaints, grievances, and appeals that intertwine matters in several program areas (i.e., equal employment opportunity, labor relations, employee relations, conduct, performance medical issues, the Employee Assistance Program, ethics, Commissioned Corps Affairs, etc. * Researching precedent-setting case law to assure that the Agency's actions are appropriate and legally defendable, including developing case strategy. * Interpreting and applying labor and employee relations rules, regulations, policies, procedures, case law, etc. for cases involving new, complex, highly controversial, politically sensitive, or precedent setting matters. * Writing case related documents (e.g., documents to be issued to employees by agency managers, Agency responses to union information requests and congressional inquiries, Agency submissions in response to find third party appeals etc.).
