Position will serve as the Manager for the SubSystems Claims Processing Unit in developing and carrying out departmental accounting and financial reporting policies and procedures in the financial operations of programs operated by the Department with governmental agencies, non-profit agencies, private medical practitioners, private insurance companies, and for-profit vendors. This branch is responsible for supporting the Disability Determination Services (DDS), the Division of Services for the Blind (DSB), the Division of Vocational Rehabilitation (DVR), and the Deaf of Hard and Hearing (DHH).  The Manager has the primary responsibility for the management and coordination of all activities and assignments within the branch. All the activities in this branch will impact on one or more of the other sections in the DHHS OC and other Divisions within DHHS. Consequently, this position must have a thorough understanding of the detailed transactions and activities occurring in the branch as well as how these transactions interface with or impact the other sections and Divisions with DHHS. This position must be fully knowledgeable of the operations and functions of the other DHHS OC sections to ensure full accountability of funding and adherence to the policies which govern these sections. This position also provides supervisory leadership and guidance to all levels of staff in the branch as to how its activities must correlate with those of the DHHS Divisions as well as other State and Local Government Agencies. Position will also have the primary responsibility for the overall supervision of seventeen (17) positions ranging from Accounting Technicians to professional level Accountants. Position will direct the accounting functions of the client services subsystems ENCORE, NC Tracks System, SMS, and the DDS DCPS Subsystem. These subsystems create payments outside of the North Carolina Financial System (NCFS) and are interfaced into NCFS. These KSAs, along with the minimum education and experience listed, are required in order to be deemed "eligible" for the position therefore you must provide supporting information, within the body of your application, to demonstrate your possession of each KSA listed.    Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:   * Demonstrated experience with activities of a major accounting/benefit payment operation within a State agency. * Proven experience to present results of analysis to program administrators and provide technical guidance. * Documented knowledge of general and/or cost accounting principles. * Demonstrated experience with NCFS and DCPS. * Working knowledge of medical terminology and Medicaid Polices and Regulations. * Skill in preparation of Annual Comprehensive I Financial Reports (ACFR). Management Preferences (if applicable): * Prior supervisory experience. * Demonstrated experience with financial accounting systems. * Previous experience working providing high level customer service. * Experience with Quickbooks.
