Description Department of Public Health (DPH) seeks a mission-driven physician to oversee the medical practice of the newly forming Federally Qualified Health Center (FQHC) Look-Alike. DPH expects to hire an energetic leader who can shape this newly defined leadership role centering in a patient-centered approach with particular focus on racial equity and social determinants of health as the driver of decisions about clinical service delivery to DPH patients. This duel clinical and administrative role includes clinical oversight for healthcare delivery and quality at three outpatient primary care clinics. The clinical practice provides care to approximately 36,000 St. Louis County residents across the lifespan annually. DPH's patients are predominately uninsured, underinsured or have Medicaid. 65% are African American. The look-alike community health center is uniquely supported and integrated into the St. Louis County Department of Public Health, the governmental public health agency for the approximately 1,000,000 residents of St. Louis County. This partnership allows for the unique opportunity for integration of public health and primary care practice and services and the opportunity for a clinical leader to envision and implement unique approaches and programming that center population health, health equity and trauma-informed care. The role includes approximately 70% administrative and 30% clinical time. There is no required hospital coverage. Oversight of an after-hours call system is required. Examples of Duties Clinical care * Provide direct ambulatory clinical care in DPH * Maintain professional affiliations and continuing education Clinical Oversight/Supervision * Responsible for building and maintaining a culture of excellence in patient-centered care, medical quality, and professionalism among providers and clinical staff * Oversee recruitment, hiring, onboarding, supervision and performance evaluation of DPH employed providers (physicians, nurse practitioners, physician assistants) * Partner with contracting organizations to select contracted providers to DPH that represent an appropriate clinical and organizational fit; provide oversight and support for contracted providers * Implement and oversee a peer-review process, documenting regular chart audits and responses to deficiencies in alignment with DPH accreditation requirements * Oversee the collaboration and supervision of nurse practitioners and physician assistants in alignment with MO statutes, either through direct supervision/collaboration or through development of collaborative physician/advanced practice provider teams * Support communication, professional development and continuing medical education for DPH providers through individual and group engagements, including chairing regular meetings for providers to assure medical staff are informed of organizational direction * Oversee and approve credentialing and privileging applications of DPH employed and contracted providers Practice Management/Operational * Write, oversee quality assurance for, and train on all standing orders that guide clinical care within DPH * Formulate, implement, supervise and annually review and modify the Health Care Plan for the community health center * Support clinical Division Directors and operational teams in the development and maintenance of policies and procedures related to the provision of medical care to ensure compliance with best practices, existing standards and regulations with a focus on improving the health of vulnerable populations * Support clinical Division Directors and operational teams in the development and maintenance of clinical contracted services as it pertains to clinical standards for contractors (physician services, laboratory services, clinical staffing, etc) * Monitor appropriate clinical quality metrics and support providers in engagement with a quality improvement process to improve clinical care in alignment with DPH and health center accreditation requirements * Provide oversight for the CLIA-Waived Clinical Laboratory and associated clinical pharmacy services * Informs and supports DPH in management of information technology needs related to the provisions of clinical care * Other duties as assigned Senior Leadership/Administration * Member of the senior leadership team of the community health center, attending regular meetings and engaging in strategic planning and visioning for the health centers * Serve as the liaison between the medical staff and senior leadership * Engage with relevant boards and attend related meetings related to topics of direct clinical care * Represent DPH clinical services in the medical community and in the community at-large * Participate in coordination with community partners around continuity or care or resources for shared patients Minimum Qualifications Requires licensure to practice medicine by the Missouri Board of Healing Arts. Board-certification in a primary care specialty Recent direct outpatient primary care clinical practice experience Additional Information SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire. The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision. All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County. Additionally, new employees will have 30 calendar days, after their first day of employment, to attest to their COVID-19 vaccination status. Instructions on how to submit this attestation will be provided once employment has begun. County employees are not required to be fully vaccinated, but those who are not fully vaccinated must submit to weekly COVID-19 testing until they are fully vaccinated or St. Louis County geographically reaches a 70% vaccination rate and a moderate transmission level of COVID-19 as defined by the Centers for Disease Control and Prevention.
