You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas. You are a self-starting, motivated, organized, and collaborative problem solver who understands the value of partnership, research, data analysis, leadership, and excellent communication and presentation skills in pursuit of building strong teams who execute a department's and agency's noble public service mission. WHAT YOU WILL DO: The Education Outreach Manager (Manager II) performs moderately complex (journey-level) managerial work administering the daily operations and activities of a business function, division, or department. Works under general supervision, with limited latitude for the use of initiative and independent judgment. YOU WILL BE TRUSTED TO: * Provide primary oversight and program management of the Education Outreach program within the Workforce Development Division. * Oversee the collaboration of the TWC and regional Education Outreach programs and staff. * Oversee the production and dissemination of Education Outreach publications, tools, and resources. * Represent TWC and Education Outreach at Statewide conferences and meetings. * Attend, participate, and support Tri-Agency initiatives. * Collaborate with partners across the state to promote education-to-industry initiatives and pathways. * Provide agency executive level briefings. * Provide primary oversight and program management of the JET grant and Dual Credit Grant programs within the Workforce Development Division. * Manage day-to-day activities within a business function, division, or department. * Provide input in the development of new policies and procedures; and monitors compliance with policies and procedures. * Provide technical expertise and guidance regarding questions related to the business function, division, or department. * Plan, assign, and supervise the work of others. * Perform related work as assigned. YOU QUALIFY WITH: * Three years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, six months of which must have been in an administrative management or supervisory capacity. * Relevant academic credits may be applied toward experience qualifications for this position. YOU ARE A GREAT FIT WITH: Successful candidates for this role are detail-oriented and possess intermediate to expert-level skills in decision-making, overseeing large budgets, managing a complex department or division-wide projects or programs, overseeing the daily operations of more than one business function, department, or division, drafting and/or editing agency policy documents, RFAs, and leadership discussion papers. Must possess the ability to perform public speaking and/or effectively communicate and present to executive-level agency and other stakeholder staff. Experience in the management of a business function, division, or department relevant to the assignment. Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. KNOWLEDGE OF: * Local, state, and federal laws and regulations relevant to RFA and procurement process, grant processes and the business functions of the Education Outreach department * Principles and practices of public administration and management * Drafting and disseminating RFA and Procurement documents and GovDelivery announcements or press releases. * Building partnerships and pathways between workforce and education * K-12 CTE programs * Postsecondary education and technical training programs, * TWC Education outreach, JET grant, and Dual Credit grant programs; and * Other TWC programs, resources, services, and initiatives which support secondary and postsecondary students in the state of Texas. SKILL IN: * Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems * Operating computers and applicable software * Meeting/event planning * Effective communication with executive-level staff * Initiative and Innovation * Flexibility and Adaptability * Leadership; and * Team building ABILITY TO: * Coordinate training and support to large network of partners across the state * Develop program specific short-term and long-term goals * Develop and approves schedules, priorities, and standards for achieving those goals * Manage program and department evaluation activities including Identifying areas of needed change and makes recommendations to improve operations * May plan, develop, and monitor a budget for a business function, division, or department * Collect, report, and track program measures every quarter * Develop and refine best practices that support programs and mission goals * Consistently keep supervisor informed of program activities, goals, and progress * Prepare management and productivity reports * Manage the upkeep to existing program documents as needed * Coordinate the creation of new written brochures, promotional materials, articles, and guides regarding career readiness and informed education and career decision-making * Update and coordinate the creation of annual JET and Dual Credit RFA documents in partnership with JET and Dual Credit Program Manager * Manage business function, division, or department activities * Devise solutions to administrative problems * Supervise the work of others * Manage highly specialized employees * Coordinate and/or help manage staff development plans and activities. * Maintain work schedules, delegating responsibility as needed. * Complete all related personnel evaluation, work assignments, training, and daily management functions.
