Having highly talented employees provides the best service to our community  Under direction, performs complex professional planning duties and/or leads supervision to support the implementation of Planning Division goals. This current opening will be assigned to our  Planning Division.  Please note eligible candidates from this eligibility list may be used to fill openings in other divisions within the Associate Planning classification.Prepares comprehensive reports. Attends offsite meetings. Makes presentations to various groups, commissions and/or City council. Trains and may provide functional (lead) supervision to professional and technical staff. Establishes effective working relationships and may serve as a community liaison. Performs other related functions as assigned. Depending on assignment, additional essential functions also include, but are not limited to:   When assigned to Planning: In assigned program or project, performs complex professional planning duties in any of the four major planning disciplines (current, regional, advanced planning, or historical preservation) as follows: conducts research, analyzes data, and makes recommendations. Prepares comprehensive reports regarding land use, zoning, and other related planning and development issues. Acts as the lead for a team of professional planners assigned to major planning and/or complex development review projects. Reviews plans with property owners, civic leaders and policy review boards; performs site inspections; Performs other related functions as assigned.    When assigned to Neighborhood Initiatives: Develop and implement goals, objectives, strategic plans, policies and procedures for allocation of resources for community enhancement and neighborhood initiative programs, either in assigned district areas or on a citywide basis. Establishes program objectives, priorities, and timelines for project completion. Conducts financial feasibility analyses. Assists in the preparation of program budgets and staff allocations. Coordinates, monitors and evaluates activities of a multidisciplinary district area team responsible for land use planning, code enforcement, housing and dangerous building activities, gang and drug enforcement coordination, nuisance abatement, traffic investigations, youth services, community mobilization and other related activities. Markets and promotes community involvement and volunteer participation.  Administers grants and prepares, negotiates and monitors contracts. Must be a current City of Santa Ana employee. Three years of progressively responsible professional planning experience in municipal or regional planning administration, or real estate or community development, one year of which must have been in a public agency. Education equivalent to graduation from an accredited college or university with a Bachelor's degree in urban planning, urban studies, architecture, geography, environmental studies, public administration or a related field, or any equivalent combination of training and experience which provides the following knowledge, skills and abilities:   DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: the provisions, scope and purpose of State planning laws, applicable building, housing, land use and code enforcement laws, and related municipal ordinances; California Environmental Quality Act; California Subdivision Map Act; principles and practices of municipal planning and strategic planning; research methods and sources of statistical data; commercial, industrial and residential real estate economics/investment finance and development; community relations; contract administration and program/project monitoring; municipal budgeting. Ability to: interpret laws and ordinances, apply them to specific cases, make sound recommendations and prepare comprehensive reports; communicate clearly and concisely, orally and in writing; perform as lead for a team of professional planners on assigned projects and/or provide effective lead supervision of planning operations; train professional and technical staff;  develop goals and objectives for assigned district area; compile and implement strategic plans and timelines; conduct financial feasibility analyses; plan and effectively direct program/project activities; prepare, negotiate and monitor contracts; administer grants; assist with district budget; establish effective working relationships. SPECIAL MINIMUM REQUIREMENTS Must possess and retain a valid California Class C Driver's License as a condition of employment.   SPECIAL WORKING CONDITIONS Willingness and ability to work irregular hours, including weekends and evenings as needed. HIGHLY DESIRABLE Bilingual fluency in English and Spanish is preferred but not required.
