Job Title: Sr. Permit Technician - CDD Admin Department: Community Development Department (Building Division) Salary: $25.44 - $27.52 Summary This position performs professional clerical and technical duties and applies highly skilled customer service relating to Building Permits, with knowledge of both Planning and On-Site Sanitation process. Provides technical building-related information to developers, contractors, homeowners, and the general public. Organizes and maintains building related files, and manages the permit archives. Tracks Building Permit applications from inception to issuance. Coordinates review of permits through County Plans Examiners and coordinates issuance of permits, including fee calculation and payment. Works under the direction of the CDD Manager, or designee. Essential Duties and Responsibilities The following may not be all inclusive and other duties may be assigned 01 Processes permit applications as follows: A) Conducts a completeness check of the submitted applications and plans submitted for accuracy and required documents/plans/information; B) Accepts complete application, receives fees/deposit and develops files for submittal routing; C) Routes files to appropriate review staff; Monitors application progress for status reports; D) Calculates fees and prepares permits for issuance: E) Issues permits (s) to applicant; F) Enters permit information into permit database; and G) Assures that policies and procedures are followed in the receipt, routing and processing of permit applications. 02 Answers questions regarding building permits at the counter or on the phone. 03 Maintains accurate and timely records of the permit process; inputs, maintains and compiles a variety of data on permitting activity, such as the number of permits by type, valuation, and permit fees. 04 In coordination with CDD Manager analyzes permitting process; develops recommends and implements permit system changes, documenting all changes in the Procedures Manual to make the processes more efficient and effective. 05 Prepares maintains and stores records, files and logs related to permit issuance and inspections; prepares documents and plans for archiving. 06 Assist in scheduling and coordinating the permitting process with Building Official, On-Site program, Planning Division, plans examiners, and inspectors; relays instructions, technical information to customers and staff. 07 Performs a variety of office tasks; such as, answering the phone, scheduling appointments, photocopying, filing, and other tasks as needed. 08 Provides administrative assistance to Division Supervisors as needed and works closely with the other departmental personnel to ensure adequate administrative coverage is maintained at all times. 09 In coordination with the CDD Manager and other personnel participates in the development of office policies and procedures and assists the CDD Manager with special projects as required. 10 Prepares correspondence, notices, and reports as needed for Division Supervisors or Managers. 11 Maintains positive public relations with customers and is responsive to customer's needs. 12 Prepares weekly, and monthly building permit reports to post on County web page. 13 Compile, reconcile & submit daily deposits for building and electrical permits to County Treasurer; print monthly state mandated reports and send; Monthly balance state surcharge report with County Treasurer, prepare check voucher to send payment to state. 14 Each quarter, compile & reconcile school excise tax held in County's Trust & Agency fund on behalf of City and County School Districts; submit LGIP fund transfer request to County Treasurer to pay each school. 15 Assist in the resolution of complex and sensitive customer service issues, either personally, by telephone or in writing. 16 Performs research and evaluation of codes and ordinances as assigned and recommends improvements. Researches problems and complaints regarding commercial and residential uses and building permits. 17 Provides direction and instruction to Permit Clerks and Permit Technicians as the project team leader. 18 Other Duties as assigned by the CDD Manager. Education and/or Experience An Associate's degree in Office Management or related field is highly desirable, with a minimum of two (2) years progressively responsible experience in construction, customer service, or related field. Must have ability to interpret maps, drawings and site plans; Able to exercise independent judgement and discretion when evaluating information and applications must have the ability to comprehend and explain regulations to the general public. Additional skills and knowledge, as follows: * Knowledge of Oregon Administrative Rules and Statues and general land use development. * Knowledge of zoning regulations and land use procedures. * Knowledge of building administration and general building construction, planning, and on-site rules and regulations. * Ability to learn and apply the applicable laws, ordinances, and department rules and responsibilities. * Ability to read and understand complicated plans and blueprints. * Ability to greet the public and respond to inquiries both in person and via the telephone and internet. * Ability to perform basic math. * Ability to work as a team member. * Ability to perform the essential functions of the job. Language Skills Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Mathematical Skills Ability to calculate figures and amounts such as interest, percentages, area, circumference, and volume. Add and subtract two digit numbers, multiply and divide 10's and 100's by 2, 3, 4, 5. Perform the four basic arithmetic operations with coins as part of a dollar. Reasoning Ability Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Computer Skills To perform this job successfully, an individual should have knowledge of Microsoft Office and have ability to learn the State of Oregon Permitting program, Accela.
