ABOUT THE DEPARTMENT The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Behavioral Health & Social Services, Public Health, Economic Mobility, with a centralized Administration Services. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. The Economic Mobility Branchprovides assistance and services to individuals and families in the community. Through multiple locations in Redding, Anderson, Shasta Lake, Burney and Enterprise the branch provides initial and on-going eligibility determination services for public benefits such as CalFresh, CalWORKs, Healthcare Programs, and WIC. The branch provides CalWORKs and CalFresh employment preparation and support services, as well as behavioral health and comprehensive perinatal alcohol and drug counseling services. Recently, the branch also added a new division to consolidate and streamline homeless and housing services within the HHSA and finally, the Economic Mobility Branch also provides referrals for individuals and families to other services within the HHSA and within the community. ABOUT THE POSITION Under direction, to plan, direct, supervise and coordinate a unit providing vocational assessment and vocational counseling, and perform employment assessment functions to clients of public assistance programs; and to perform related work as required. DISTINGUISHING CHARACTERISTICS This position is responsible to the Program Manager for supervising the Assessment Unit in the CalWORKs Employment Services program. EXAMPLES OF ESSENTIAL DUTIES Supervises and coordinates all activities of the Assessment Unit; oversees the development of and insures a systematic and continuous assessment system; establishes quality control monitoring system; informs Program Manager of issues and concerns of the Assessment Unit and other job related functions; keeps current and informs Program Manager of guidelines and regulations to insure quality of services; schedules staff to maintain quality and quantity of production; monitors development of career and occupational plans and goals; monitors contracts for compliance; assists in the development of the Unit Budget; assigns caseloads, assists in hiring and other related personnel issues; oversees and monitors development and implementation of a staff training plan; acts in a liaison capacity between other agencies, staff and administration; evaluates and obtains standardized psychological and vocational tests; and maintains a limited caseload. TYPICAL QUALIFICATIONS Any combination of education and experience sufficient to directly demonstrate possession and application of the following: Knowledge of:Principles and techniques of supervision and training; development and implementation of team processes; basic budgeting, administrative and personnel management principles; employment preparation, training programs and goals of public social services agencies; interviewing techniques; career, vocational and employment counseling, theories and techniques; principles and techniques in the development, administration and interpretation of standardized psychological and vocational tests; knowledge of hiring trends and practices of private and public employers. Ability to:Plan, assign and supervise the work of staff; develop, implement and monitor unit goals and objectives; interview effectively in a variety of potentially stressful situations; identify and assess needs and barriers to employment; develop and implement appropriate employment and training plans; develop, administer, and interpret psychological and vocational tests; interpret, explain and apply complex laws and regulations; establish and maintain cooperative working relationships; identify and utilize community resources; negotiate and develop subsidies employment and training contracts with employers, educational and training entities. These standards are typically attained with: EITHER: * Three (3) years of experience performing vocational guidance, employment counseling or placement services in a variety of occupational fields. This experience shall have included the responsibility for recommending the purchase or rental of standardized psychological and vocational tests and responsibility for the assessment and development of career and occupational plans and goals including the activities to be undertaken to achieve such goals; AND completion of fifteen (15) semester or twenty-two (22) quarter college units in career planning, vocational guidance principles, personality development, occupational testing and measurement or counseling preparation; OR * A bachelor's degree in behavioral science with emphasis in vocational guidance, employment counseling, career assessment or a closely related field. The courses must have included fifteen (15) semester or twenty-two (22) quarter units in counseling preparation, career planning, guidance principles and techniques, personality development, occupational and industrial information, tests and measurements or other courses related to employment counselor preparation. SPECIAL REQUIREMENT Possession of an appropriate California driver's license.
