Department: Performance, Evaluation and Innovation (PEI) Anticipated Work Schedule: Monday-Friday, 8:30am-4:30pm Reports To: Training Officer Supervisor Full Time or Part Time: Full Time Regular or Temporary: Regular Bargaining Unit: LIUNA 860 HHS-ADM-IT Classified or Unclassified: Classified FLSA: Non-exempt Summary The purpose of this classification is to plan, prepare and deliver training programs to department employees. This role is responsible for training new hires and existing staff in Cuyahoga Job & Family Services, and reports within the Office of Performance Evaluation & Innovation. This is a journey level training officer classification. Employees in this class work under direct supervision, progressing to general supervision as the incumbent becomes able to independently perform the full range of duties associated with this level. This classification may coordinate lower-level training officers or oversee contract training officers. This class generally works under direction from the HHS Training Supervisor and Social Program Administrator. Essential Job Functions * The following duties are normal for this classification. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned. * Functions as a lead worker over lower-level training officers and/or contract trainers. (Assigns work and reviews completed work assignments; provides job training and instruction; approves contracting authorizations for trainers; approves proposed training sites and arrangements; conducts onsite evaluations of trainers and prepares reports; approves training materials). * Develops training programs for department employees (conducts and tabulates needs analysis; designs and develops lesson plans to meet established training goals; develops program budget). * Implements training programs for department employees (assures room and equipment are set up correctly for training sessions; coordinates training registration process; conducts training following lesson plan; analyzes training evaluation results to improve program). * Performs administrative duties (prepares state mandated reports responds to written or verbal inquiries regarding training programs; maintains filing system on training data; compiles statistics on training program effectiveness; inventories training supplies and equipment). Minimum Requirements * Bachelor's degree in education, human resources, or a related field and two (2) years of training experience; or any equivalent combination of training and experience as defined below: Highest degree of education attained Experience required High school diploma/GED 6 years Unrelated associate degree 5 years Related associate degree 4 years Unrelated bachelor's degree 3 years Related bachelor's degree 2 years Unrelated master's/doctoral degree 2 years Related master's/doctoral degree 1 year Related degree fields: education, human resources, business administration, public administration. Related work experience: training, teaching, training program development, curriculum development, determining eligibility for federal programs/Ohio benefits. Application Process This is a competitive, classified position. The Personnel Review Commission (PRC) will check your application to make sure you meet the minimum qualifications. If you do, the PRC will invite you to take a civil service examination. The exam is specific to this position. Everyone who passes the exam goes on an eligibility list. To fill this opening, the PRC sends the hiring department and Human Resources (HR) a certified eligibility list with the top 25% candidates (or at least the ten highest scoring candidates, whichever is greater). HR helps the hiring department decide who from the certified list to follow up with for interviews and then a job offer. Most of our communication with candidates is through email.
