TARGET ENTRY SALARY: $83,200 - $87,360 DOQ  POSITION OPEN UNTIL FILLED Under administrative leadership, the Parks Senior Division Manager performs extensive, professional, and responsible administrative and managerial work in the planning, coordinating, and implementing of a variety of assigned special projects and planning initiatives for parks and landscape maintenance program, construction projects, special events, and administration. This position is responsible to manage all aspects of the Parks and Recreation Departments Landscape Maintenance Division operations including general grounds maintenance, enhancements, and development of City owned parks and properties. The Landscape Maintenance Division is responsible for 109 parks totaling over 1,774 acres of parkland. Award winning Clearwater Beach and Coachman Park/Downtown Core is maintained 365 days per year with 40 staff members. The remaining members of the team (20) maintain the remaining parks in Clearwater. This position plans, purchases, budgets, manages, and implements the maintenance program for this division. This position is a direct report to the Assistant Director of Parks and Recreation and will hold the key role of EOC (Emergency Operations Coordinator) for the Department. This position is also responsible for writing and preparing Standard Operating Procedures (SOP's), Research Papers, Bid Specifications and Agenda Items for the Division. Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: * Plans, develops reviews, and coordinates the implementation of Parks and Recreation programs; determines the deployment of resources needed to complete major organizational development and process improvement projects for parks as well as streets and sidewalks. * Plans, directs, and coordinates the work of assigned project team members from various City departments, including employees at all organizational levels; manages special events, athletics, and cultural affairs. * Researches, finds, and recruits new events and athletic activities; establishes good relationships with recurring events, meetings, conferences, and activities; consistently working to grow and enhance the Parks and Recreation department through various programs including Public Art, Cultural Affairs, special events, and park redesigns. * Coordinates and reviews the work of consultants retained to assist in the planning and implementation of designated projects; prepares conceptual designs for various site considerations. * Develops and oversees budgets for planning projects and provides coordination and oversight in the budgeting process involving project implementation through the City; performs all purchasing, expense tracking, and RFP management. * Monitors activities of grant programs/writing per regulations, standards, and policy/procedures and provides ongoing technical assistance to the department. * Coordinates and directs the Emergency Management plans and procedures for the Parks and Recreation Department and is a member of the Emergency Management Committee. * Manages the assignment, use, maintenance, and repair of facility, streets, and park equipment.  * Directs the development, construction, and installation of irrigation systems within park and municipal areas; assesses redevelopment or renovation plans and participates in review and construction management.  * Provides maintenance programs for chemical applications of fertilizers, pesticides, herbicides etc.; recommends and implements corrective actions when needed.  * Develops objectives, action plans and long-range plans.    * Performs other duties as assigned. Licenses, Certifications, and Equipment: A valid State driver's license is required. Education and Experience: Bachelor's Degree in Business Management, Public Administration, or related field, supplemented by five (5) years of progressively responsible management experience in work related to organizational development, project management, emergency management, recreation and parks management; OR an equivalent combination of education, training, and experience may be considered.     Knowledge of - * Principles and practices of organizational planning and development * City organization, operation, and resources * Project Management * Chemical application and streets and sidewalk repair * Principles and practices of City planning and project implementation * Personnel Management and supervisory techniques * Scheduling and coordinating work of department staff * Department policies and protocols  Skill in - * Supervising, scheduling, organizing, and directing project teams * Motivating and directing multifunctional teams to achieve results * Negotiating and communicating effectively * Coordinating work of mechanical and maintenance staff * Establishing and maintaining good relationships * Preparing and creating various presentations * Overseeing emergency operations plans * Preparing and creating clear records and reports * Operating a computer and generalized software
