Job Location: This recruitment is for the Denver Correctional Complex The eligibility list created from this recruitment may be used to fill future vacancies at this location. Description of Job This Correctional Support Licensed Trades Supervisor III is the Master Plumber for the Denver Correctional Complex. Responsibilities include but are not limited to: providing supervision of assigned staff; ensuring the safe, compliant, efficient and effective repair and maintenance of facility plumbing equipment/systems; ensuring the safety and security of the public, staff and inmates. This position promotes the Colorado Department of Corrections Mission, Vision and Value Statement with integrity and commitment. This position is the Master of Record for the facility, utilizing Master license to secure permits from the State Plumbing Board and serving as liaison with the State Plumbing Inspector. Within its area of responsibility, position procures all required registrations, certifications and permit and inspects work progress, processes and quality to ensure strict compliance with all applicable regulations, standards and guidelines. Primary responsibilities include, but are not limited to: * Ensuring safe, secure, compliant, modernized and upgraded operations of plumbing systems and and supporting peripheral equipment throughout the facility; * Supervises the domestic and waste water facilities as the Operator in Responsible Charge; * Designs, installs, repairs, modifies, inspects and tests boiler systems and controls, water and sewage piping,backflowprevention devices, steam and condensate piping and controls, water wells, chlorination, wet and dry fire suppression devices and systems, heat exchanges, steam and natural gas devices, underground waste, water, steam and natural gas lines, as well as medical and dental vacuum pumps; * Participating in large scale capital improvement projects, reviewing plans and coordinating with contractors, Physical Plant Manager, Custody/Control and other facility supervisors to ensure efficiency, security and safety; * Monitoring expenditures, operating budgets, inventory, generating reports and ensuring efficient use of resources in accordance with fiscal rules; * Participating in the development of security policies and enforcing these policies by personally participating in searching, escorting, transporting, inspecting and physically restraining inmatesas needed; * Supervising assigned staff, assigning tasks, creating work schedules, monitoring time, approving leave requests and completing payroll documentation; * Participating in hiring process, ensuring accurate position descriptions, monitoring staff work practices, skills and abilities andimplementing mandatory Performance Management Program (PMP); * Coaching and mentoring assigned staff, promoting retention by focusing on professionalism, teamwork, individual and unit accountability, clear communication of goals and expectations and efficient and effective operations; * Training employees in the CDOC policy and methods of supervision, agency Administrative Regulations, facility Operational Memoranda, Posted Operational Rules and Post Orders and ensuring completion of mandatory annual training; * Resolving informal grievances; This position may participate in the Duty Officer rotation; is subject to facilitycall back or working additional hours/shifts to maintain safety and security; may be required to supervise additional staff in the absence of another supervisor, work outside during inclement weather, in high, tight or confined spaces and/or in close proximity to industrial equipment. Position is subject to call back and working additional hours and/or shifts to maintain safe and secure operations and to respond to emergency equipment problems or failures. Position requires the ability to climb ladders, work in high, tight and/or confined spaces and the ability to quickly respond to emergency situations such as inmate fights, escapes or facility fire. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications: Experience must be clearly described within thework history and job dutiessection of your application to meet this requirement. Please note that any work experience less than full time will be prorated. License -Active Master Plumber License in good standing through the Colorado Department of Regulatory Agencies (DORA). A copy of your license must be attached. Certification -Back flow, domestic and wastewater operator (class D). Have or be able to obtain within 6 months of hire. Experience- Six (6) years of employment as a plumber, performing predictive, preventive and corrective maintenance on residential or commercial facilities. At least one (1) of the six years must include Boiler Operations maintenance and repair. Substitutions -Successful completion of a formalized apprenticeship program or degree through an accredited, non- correspondence vocational or trade school that resulted in demonstrated competencies equivalent to those learned through the required experience may substitute for experience on a year for year basis. Please attach transcripts if you are using this substitution. Transcripts must include the name of the institution, your student ID #, a listing of the course curriculum, the degree earned and the date awarded. Required Competencies * Proficiency in supervision of personnel to include strong interpersonal skills with the ability to coach and mentor assigned staff to promote retention by focusing on professionalism, teamwork, individual and unit accountability, clear communication of goals and expectations and effective and efficient operations; * Proficiency in the preventive, predictive and corrective maintenance of plumbing systems and their supporting peripheral equipment; * Ability to read blueprints, conduct relevant research and create an estimate of time, material, labor and cost for projects; * Ability to plan and ensure effective implementation of best methods and strategies to accomplish safe, compliant operations at optimal efficiency; * Comprehensive understanding of CDOC Performance Management Program (PMP) policy and effective and thoughtful performance management oversight; * Ability to create a cohesive teamwhile mentoring and motivating assigned staff; * Self motivation; * Tactful and diplomaticinterpersonal skills; * Exceptional discernment and decision making skills; * Ability to delegate effectively; * Excellent time management skills; * Excellent communication skills; * Determination to pay special attention to details and follow instruction; * Determination to follow policyand provide efficient,effective service whileutilizing state resources responsibly; * Ability to perform intermediate computer keyboarding skills, manipulate computerized inventory module and communicate via computer based e-mail; * Ability to effectively work with inmatesthrough daily supervision and instruction while working in a variety of settings; * Ability to respond to emergency situations involving inmates or maintenance issues; * Ability to climb stairs and ladders and work in high, tight and confined spaces; * Ability to read and comprehend the English language; * Ability to effectively communicate fluently in English both verbally and in writing; Preferred Qualifications * Current back flow, domestic water operator and wastewater certifications * Background in HVAC and Boiler maintenance and repair IMPORTANT INFORMATION The Assessment Process: Your application will be reviewed to determine if you meet the minimum Qualifications (MQ's).
