Requirements The Police Lieutenant is a Command Staff position in which the incumbent has purview over all GUPD service functions which may include Patrol, Support and Special Services bureaus. They may supervise, oversee and coordinate activities of police operations, be responsible for researching, designing and implementing all training and certification requirements for sworn and non-sworn personnel. The incumbent may be responsible for managing special events, student guards, and contract security functions. Providing proximity and exercise delegated authority of the GUPD Command Staff so that critical decisions are made in a timely manner and quality of service is assured, additional duties include, but are not limited to: Supervisory and Administrative * Ensure compliance with all departmental operations, procedures, and written and verbal directives. * Ensure subordinates on a tour of duty are trained and knowledgeable of all current and pertinent orders, carrying out effective management practices on tour of duty to achieve maximum efficiency. * Participate in decisions on matters of employee welfare, evaluation, performance management, progressive discipline, and logistical needs. * Continuously inspect personnel under his or her direction during a tour of duty to ensure compliance with orders and procedures. Policing * Ensure management and investigation of all special events, training, complaints, crimes, accidents, and incidents occurring, reported, or observed on a tour of duty is in accordance with established policies and procedures. * Ensure proper and comprehensive reports are prepared, and inspects same for thorough and required information. * Caution and apprehend persons behaving contrary to relevant laws and University rules, preparing a variety of correspondence, reports, procedures and other written materials. * Maintain oversight of policies and procedures, and day to day operations. Incident Management and Community Relations * Maintain liaison with MPD, DCFEMS, GERMS, other allied police agencies, and other public safety and first responder agencies. * Implement and direct emergency operations plans, coordinating emergency response and management with affected administrators, officials, and agencies. * Maintain partnerships with University students, faculty, staff, visitors, dignitaries, other community members, and other government and non-government organizations to address and resolve public safety issues. Work Interactions This position reports to the Deputy Chief of Police or their designee, and works independently with limited supervision. The incumbent, during their tour of duty, may directly or indirectly supervise Sergeants, Investigators, Communications Officers, Communications Specialists, Special Police Officers, Security Officers, Student Guard Managers, Student Guards, and a Systems Manager, and may manage contract security. This position is considered as essential under the University Personnel policy guidelines and therefore is subject to be on call when necessary. The Police Lieutenant must be willing to work extended, odd, or off hours to achieve the expectations of the Department. This may include rotating tours of duty (day shifts, evening shifts, overnight shifts) with fluctuating days off, according to departmental needs. Requirements and Qualifications * Bachelor's degree from an accredited institution of higher learning in criminal justice or related field * At least 5 years of progressively responsible law enforcement experience related to public safety, including - at least 2 years of those years with in a supervisory role [note: an equivalent combination of training and experience may be considered] Technical Qualifications or Specialized Certification * Must be a U.S. Citizen * Must be at least 21 years of age * Must possess and maintain a valid driver's license with no violations in the last three years and able to pass, post hire, the Georgetown University driver's certification * All applicants are subject to a written test, a report writing test, drug test, physical examination by a medical doctor to University specifications, and extensive psychological testing, and a comprehensive background investigation * Must qualify for a Special Police Officer's Commission * Knowledge of criminal and civil law and of police practices and procedures * Possess tact, patience, a courteous demeanor and pleasant personality in order to deal with students, staff, faculty, visitors, and community members * Ability to supervise, evaluate, manage, and motivate subordinate sworn and non-sworn personnel * Excellent verbal and written communications skills, including report writing * Knowledge of technology applications is required, including the use of various computer hardware and software systems (Microsoft Office Suite apps such as Word, Excel and PowerPoint) * Knowledge of technology applications is required, including the use of various computer hardware and software systems (Microsoft Office Suite apps such as Word, Excel and PowerPoint) as well as email. * Working knowledge of electronic reporting systems * Respect for the use of police powers in relation to a University environment Preferred Qualifications * Previous experience in and responsibility for critical incident response and notification procedures * Previous experience and/or training in situations involving sexual assault and discrimination (including religious, racial, and sexual orientation) * Knowledge of telecommunications equipment is desirable * Administrative and clerical skills * Emergency management experience * Demonstrated leadership in a higher education environment Work Mode Designation This position has been designated as On-Campus.
