Position Title: Strategic Outreach and Programs Manager Job Description: As the Strategic Outreach and Programs Manager, you will work to coordinate and implement a robust community outreach strategy and facilitate ongoing partnerships and programmatic activities. You will be working collaboratively with the Community Outreach Team and will be expected to provide guidance and support to various community outreach projects and initiatives. About the Position: The job requires flexibility in working hours, proactive problem-solving, and collaboration skills within a fast-paced and intense yet fulfilling environment. As a team leader this person also needs strong time and people management skills. The person in this role will need to be flexible and dependable and willing to adjust as dictated by the mission and efforts of the Mayor's Office. This is a full-time, appointed, at-will position without tenure and exempt from the career service system. This position is eligible for full city benefits, including: * Health Insurance (95% of premium paid by city) * Dental, Vision and Life Insurance * Paid vacation and personal leave * Six weeks of paid parental leave from day 1 of employment * Retirement contributions toward a pension plan and/or 401(k) * A robust Employee Assistance Plan (EAP) * Up to $4,000 tuition reimbursement annually * Discounted supplemental benefits like pet insurance and legal services Key Responsibilities: * Assist the Director of Community Outreach in identified projects and initiatives * Lead and manage the Love Your Block program by providing strategic direction and oversight, staff management and mentorship, budget management, grant administration, volunteer cultivation, storytelling and reporting to ensure the program's success. * Foster trust between City Hall and underserved communities through culturally sensitive outreach, engagement, innovative programming and convening of stakeholders. * Direct the planning and execution of a wide variety of volunteer service events ranging from small drives, to large scale emergency volunteer events. * Serve as point of contact for volunteer-related community partners and assist in the planning and execution of resident driven neighborhood improvement. * Cultivate and strengthen partnerships among stakeholders such as community organizations, city agencies, nonprofit organizations, and community councils. * Simultaneously manage multiple, concurrent projects with overlapping deadlines requiring extensive coordination with residents, community organizations and interdepartmental staff. * Implement and maintain data collection and metric tracking processes to analyze and report progress to senior leaders, partners and the public. * Attend and represent the Mayor's Office at external and internal forums to promote dialogue and collaboration - requiring public and formal speaking * Able to work flexible hours, including weekends and evenings as needed, at times exceeding 40 hours per week, to accommodate community engagement activities. * Exercise autonomy when tasked with projects, knowing when to seek guidance and when to take initiative to solve problems proactively. * Other duties as assigned. Minimum Qualifications: * Graduation from an accredited college or university with a bachelor's degree in Public Administration, Education, Transportation, Engineering, or related subject area plus four to six (4-6) years of related work experience. Education and experience may be substituted one for the other on a year-for-year basis. * Ability to interface effectively with government leaders, agency representatives, community leads and members. * Ability to effectively communicate ideas, both orally and in writing. Ability to work effectively with diverse groups, demonstrating leadership, mediation, and trust building skills. Ability to recommend and build consensus in the presentation of alternatives for the consideration. * Demonstrated ability to provide innovative, resourceful, effective, and systematic approaches to solving complex policy problems and community issues. * Demonstrated ability to work independently with initiative, self-reliance, and dependability. Preferred Qualifications: * Master's degree in Public Administration, Community Engagement, or a field related to the key job responsibilities * Knowledge of issues impacting underserved communities and a commitment to promoting equity and inclusion. * Ability to flex communication style to multiple cultural environments. * Previous experience in community outreach, community organizing, volunteer management, event planning, or related responsibilities. * Exceptional interpersonal skills, with the ability to build trust and rapport with diverse communities. * Strong leadership abilities, with a proactive approach to problem-solving, decision-making, and team management. * Ability to work flexible hours and handle a fast-paced and intense work environment. * Experience working collaboratively within a team and seeking input and support from colleagues. * Prior experience in municipal government or a similar environment is advantageous.
