Help Duties The following are the duties of this position at the GS-14 level. At a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. As a Nuclear Engineer you will: * Serve as an authoritative resource for Department of Energy, other agencies and private organizations on novel and challenging nuclear engineering problems and latest developments. * Direct the research and development, program planning, scheduling and implementation of a key segment of a major Department of Energy assigned nuclear program/project. * Evaluate overall progress in the engineering effort and resolves highly technical nuclear engineering challenges. * Direct and coordinate the execution of programs/projects through interaction with appropriate Department of Energy organizations and supporting contractors. * Formulate overall nuclear engineering concepts and provides leadership for broad and complex Department of Energy engineering programs that advance the Department of Energy mission pertaining to promoting nuclear power as a resource capable of meeting the energy, environmental, and national security needs. * Negotiate or advocate for large high priority/high dollar engineering projects. TQP: DOE STD-1174-2013 (Radiation Protection). Qualifications BASIC REQUIREMENT: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. - OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: * Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. * Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. * Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. * Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. In addition to meeting the Basic Requirement above, you must also meet the specialized experience list below. GS-09 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-07 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following * Assisting with the review of startup, testing, operation, or maintenance of a nuclear facility. * Assisting senior engineers in conducting safety performance, assessments, and investigations. * Providing assistance with the preparation of documents (such as: safety analysis, procedures, reports). * OR- Education Substitution: Master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Degrees in fields of study such as accounting, pharmacy, chemistry, pharmacology, nursing, or criminal justice are desired, but not required.) . -OR- Combination of Education and Experience: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements if you have the specialized experience, but less than one year; and have some education, but less than two years. The computed percentages of requirements were met, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) GS-11 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following * Assisting with inspections, evaluations, or assessments of nuclear safety management programs at nuclear facilities. * Evaluating and analyzing safety reports and conveys results to senior engineers. * Reviewing nuclear engineering program/project needs and assisting with the preparation of documents (such as: safety analysis, procedures, reports). OR Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. -OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
