Please Note: a candidate may be required to successfully pass a thorough background investigation, including a criminal history check for job-related convictions, fingerprinting, polygraph test, and a drug use history to be considered for this position.   With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice.   Under supervision, to learn and perform a variety of technical and analytical duties in any one of the following areas: application development, customer support, network administration, and/or systems programming. DISTINGUISHING CHARACTERISTICS This is a trainee classification generally one year in duration for initial entry into a career path leading to one of six information technology analyst specialty areas: Programmer, IT Support Specialist, Department Systems Specialist, Application Developer, GIS Specialist. Incumbents receive training and perform routine tasks relative to the assignment for which they are training. Work is performed within established policy and procedure guidelines and under close supervision. As skills increase, less supervision is received. Positions allocated to the journey level in any of the specialty fields may be temporarily underfilled at the trainee level. After demonstrating the ability to learn and perform the duties, qualified job incumbents may move to successively higher levels. Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. SUPERVISION RECEIVED AND EXERCISED Immediate supervision is provided by higher-level staff.Systems programming/network administration assignments concern the developing, testing, implementing and maintaining mainframe, mid-range, micro, client server software and hardware infrastructure and/or the connectivity capability between different platforms that manage information technology resources and support the execution of automated applications. Customer Support assignments concern all activities associated with the support of end-users of electronic data processing systems. This includes such desktop support activities as installing new and replacement computers and peripherals, resolving a variety of user problems and providing specialized training to help users become more productive with their information technology systems. Applications development assignments concern designing, developing, testing, implementing and maintaining mainframe, mid-range, micro, client server business, and process control applications by completing applications development life cycle activities.Knowledge of: * Principles of and current trends in information technology * Information systems software and hardware technologies for mainframe, server, personal computer, and client server environment * General computer architecture including central processing unit, memory allocation, peripheral devices, and input/output methodologies * Basic principles of programming languages Ability to: * Understand and follow oral and written instructions * Learn and understand the operational characteristics of medium to large-scale enterprise, client/server, and network systems * Communicate effectively orally and in written format in a variety of situations and formats * Exercise analytical skills in providing fact-based details to support ideas, recommendations, and analysis * Reason logically, use a variety of techniques to resolve problems, manage time and resources, concurrently handle multiple assignments, and work under strict deadlines * Coordinate and facilitate work with others * Train and guide others * Establish and maintain effective working relationships with others EDUCATION AND EXPERIENCE Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be: Education: An Associate's Degree or equivalent from an accredited college or university with a major in computer science, information systems, business information systems, business administration or a closely related field. OR Professional certification in one or more fields of information technology. Positions designated for the Systems Programmer, Programmer or Application Developer assignments must have completed at least twelve (12) college-level semester units in programming languages. Substitution: Additional City of Sacramento experience may substitute for the education requirement on a year-for-year basis. PROOF OF EDUCATION  Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.   An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.  PROOF OF CERTIFICATION  Should certification and/or license be used to qualify for this position, then proof of said certification and/or license should be submitted with your application and will be required at the time of appointment SPECIAL QUALIFICATION Possession of a valid California Class C Driver License at the time of appointment. PROBATIONARY PERIOD: Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status. Training and Experience Exam: (Weighted 100%) - The questions located at the end of the application are the Training and Experience (T&E) Exam. Responses to the T&E questions will be rated and scored. This exam will evaluate the relevance, level, and progression of a candidate's education, training and experience. The exam score will determine your ranking on the eligible list for this job. When completing the T&E questions, please note:  * Responses to the T&E questions must be submitted online; paper questionnaires will not be accepted.   * A resume will not substitute for the information required in the T&E questions.  3.  Eligibility: Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate's eligibility expires one year from the date of notification of a passing score for the Information Technology Trainee examination.   4. Screening Committee: (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.  5. Background Process: If considered for appointment, candidates may be required to pass a background investigation, which includes a criminal history check, fingerprinting, polygraph test, and drug use history.   6.  Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department.
