Telework must be completed from a pre-designated home-based location within the State of California and employees may be required to report on-site to address business needs. Telework is at the sole discretion of the Court and may be rescinded with 48 hours' notice, based on needs of the Orange County Superior Court. ABOUT THE POSITION The Court Reporter Manager assists in the management of the court reporting unit and makes certain the goals and standards set forth by the unit are met and are in line with those established for the Court. The incumbent develops and implements goals, objectives, policies, and standards applicable to the area of court reporting and ensures compliance with local, state, and federal laws and regulations. The Court Reporter Manager interacts with a variety of court staff, managers, executives, and judicial officers; performs related tasks within area of assignment. The Court Reporter Manager is a single classification that provides leadership to lower-level staff by considering and implementing new policies and procedures to increase the efficiency of the unit. The incumbent conducts research and analysis on new policies and procedures that may increase the efficiency of the unit and interacts with other project managers and executive staff to meet the goals established by the unit, department, and the Court. This classification reports to a higher level of management staff. Duties may include but are not limited to the following: 1. Manages the operation of the unit including planning, organizing, coordinating, and managing the daily operations of the unit directly or through subordinate supervisors, including procedures, fiscal policies, personnel, case flow, records maintenance, and implementation of organizational changes. 2. Evaluates work plans, programs, processes, systems, and procedures to meet the goals and standards established by the unit, department, and Court. 3. Establishes standards and expectations for staff, in addition to creating short and long-term objectives for the unit. 4. Researches, develops, and implements performance standards and personal development goals for unit staff. 5. Oversees the maintenance and storage of court reporter notes and related records prepared by unit staff, ensuring their confidentiality and security. 6. Reviews and monitors court reporter billing, appeal notices, and transcript extension requests. 7. Determines and/or coordinates the utilization of resources and the training of personnel to meet changing needs, as directed by caseload requirements, court policy, judicial directives, and legislative mandates. 8. Participates in the recruitment, selection, orientation, training, development, and evaluation of Court Reporters. Provides training opportunities for court reporters to ensure compliance with mandated trial court education requirements. 9. Works with staff to create a high performance, service-oriented work environment that supports the unit's mission, objectives, and service expectations. Participates in programs and activities that promote a positive employee relations environment. 10. Evaluates unit specific systems and programs to ensure system functionality and optimum customer service efficiency; prepares recommendations for system enhancements, upgrades, and/or new software. 11. Conducts work and procedure audits to ensure integrity, quality, and compliance with applicable industry and court policy standards, in addition to compliance with local, state, and federal laws and regulations. 12. Monitors the scheduling of Court Reporters to ensure sufficient coverage across all courtrooms that have a need for reporting services. 13. Accepts accountability by assuring that effective controls are developed and maintained to keep the integrity of the operation unit intact. 14. Works collaboratively with management, staff, other departments, and various outside stakeholders; conducts regular staff meetings. To view the full job description, please click on the following link: COURT REPORTER MANAGER Minimum Qualifications CERTIFICATION AND EXPERIENCE REQUIREMENTS (The Certification Requirement, as well as one (1) of the Experience Requirement options must be met): REQUIRED CERTIFICATION Possession of a current Certified Shorthand Reporter (CSR) certificate issued by the Court Reporters Board of California. REQUIRED EXPERIENCE Option 1 Five (5) years of full-time (or equivalent) experience as an Official Court Reporter in a California Superior, State, Federal, Tribal, Military, Justice, or Appellate Court, preferably in a large court environment. OR Option 2 Ten (10) years of full-time (or equivalent) experience as a Court Reporter in California, that includes two (2) or more years of leadership, supervisory or management experience in a professional environment, preferably in a court or closely related legal environment such as District Attorney, Public Defender, Probation Department, or large law firm. DESIRED EDUCATION/EXPERIENCE Bachelor's in business or public administration, criminal justice, communications, or closely related field. Management or supervisory experience in a court or closely related legal environment such as District Attorney, Public Defender, Probation Department, or large law firm. ADDITIONAL REQUIREMENTS: Must successfully pass background check to the satisfaction of the court. Travel to/from justice centers may be required for some assignments.
