The Risk and Safety Department, located within Finance and Regulatory Services, is looking for a Safety Manager to be responsible for the development, implementation and maintenance of Metro's environmental health and safety programs. The Risk and Safety Department is located within the Finance Department which is responsible for Metro-wide safety and health initiatives, contracts, safety and health consulting, and implementing environmental safety and health programs. This position supports all Departments in Metro and must have the ability to communicate effectively, work independently, and have strong skills in time management. The Safety Manager for Metro will work in a variety of atmospheres, including Waste Prevention, Zoo, the Convention Center, Exposition Center, parks, and the arts and entertainment venues. The ideal candidate will be able to navigate many types of hazards and exposures and be able to provide detailed reports to departments to assist them in identifying and correcting potential hazards. As the Safety Manager you will * Conduct onsite safety visits at all venues on a regular basis, conduct risk assessments and Job Hazard Analysis. * Work with supervisors and department safety committees and/or employees to find solutions to safety concerns and ensure hazards are evaluated and addressed. * Making recommendations of program strategy, design and policy and procedure formulation. * Responsible for day-to-day management of program responsibilities, performs research, analysis, evaluation and reporting, and administrative duties including database and records management. * Ensures workplace compliance with OSHA and other federal, state, local and industry specific regulations, standards and guidelines. * Function as the primary contact and subject matter expert in the area of environmental health and safety. * Provides organizational support for committees and executive management including budget development, needs assessment, research, analysis, materials and report. * Identifies training needs, develops, conducts or coordinates environmental health and safety training of Metro personnel to include full-time and part-time employees, variable hour employees and volunteers. Ensures records are maintained in accordance with Metro policies and procedures, and regulatory standards and guidelines. * Provide primary assistance with contract preparation, negotiation and management, and expert assistance in health and safety related matters. Manages safety and health related contracted services, initiates contract proposals and supervises the contractor selection process. * Manages and maintains contracts and ensures proper cost allocation and tracking and resolves contract-related issues. * Maintains medical monitoring program to ensure personnel are physically able to perform necessary job functions. * Maintains records and works with or supervises medical monitoring program contractors. * Maintains advanced knowledge in area of occupational safety, employee health and environmental science including legal, regulatory and market trends and uses knowledge on a continuing basis in the performance of assigned responsibilities. Minimum qualifications * Bachelor's degree in field related to assigned responsibilities or professional certification related to the job's duties; AND * Five years of direct related and progressively responsibilities; OR * Any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities. Working Conditions Work is performed in an office environment and at Department locations, with frequent interruptions and irregularities in the work schedule, requires frequent driving to sites and walking on all types of surfaces. There is occasional stairs and ladder use. Frequent reaching, walking, standing, lifting, stooping, or carrying of equipment and materials may be required. Incumbents may be required to lift and carry up to 10 pounds. Changes in the performance environment require occasional upgrading of skills. Travel other agency locations is necessary to perform the required functions for this position. Hybrid Telework At this time, this position is designated as "hybrid telework." You will have the option to work away from the office, 2-3 days a week unless work is needed on site. The manager will work with you to identify a schedule that balances the operational needs of the department and your needs. Employees must reside in Oregon or Washington to work at Metro. However, keep in mind we may consider them when identifying the most qualified candidates. Your transferable skills are any skills you have gained through education, work experience, including the military, or life experience that are relevant for this position. * Ten years of directly related and progressively responsible experience working in safety. * 24-hour HAZWOPER certificate or ability to obtain. * CPR/AED/First Aid instructor certification or the willingness to obtain that are relevant for this position. However, unless a candidate's qualifications justify, based on the Oregon Pay Equity Act requirements and Metro's internal equity review process, the appointment will likely be made between step 1 $93,411.09 to the equity range step 4 $108,134.44 This position is not eligible for overtime and is non-represented.
