About the Indiana Department of Homeland Security (IDHS): The Indiana Department of Homeland Security (IDHS) leads Indiana's emergency planning and operations, first responder training, and fire and building safety. The agency hosts state-level training exercises each year and certifies thousands of first responders. IDHS also supports the state Emergency Operations Center (EOC), which leads response and coordination efforts for large-magnitude incidents. IDHS is also designated as the State Administrative Agency for Federal Emergency Management Agency (FEMA) and U. S. Department of Homeland Security (DHS) grants within Indiana. These funds provide financial and technical assistance to local governments, non-profit organizations, individuals, and families to reduce the actual or potential risk of loss of life or property across Indiana. Role Overview: This position is a section chief of the EMS division within IDHS and is one of three section chiefs that report to the EMS Director. The EMS Certifications Section Chief is responsible for oversight of all EMS certifications, mobile integrated healthcare, and other specialty care systems such as pediatric care, trauma system care, and stroke care. The position will require some processing, but focus will generally be on creating an efficient and reliable system of operations for the section including report generation as part of oversight. The position plays a pivotal role in not just system maintenance but advancing the certifications system forward as well as project management including EMS grants. This position does supervise several other positions within the section. The top 3 skills you will need to be successful in the position are experience in EMS, including supervision, organization skills, and project management. This position is primarily an office-based position at the Indiana Government Center South in Indianapolis with a minimum of 7.5 hours per day. However, as an executive EMS representative some evenings and weekends may be required. Flexible hours are approved for non-standard job-related work. Salary Statement: The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience. A Day in the Life: * Establish and monitor program objectives, KPIs, and actions to achieve them. * Direct, plan, or implement policies, objectives, or activities of organizations or businesses to ensure continuing operations, or to increase productivity. * Interpret and explain policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals. * Recommend and implement corrective action plans to solve program problems. * Prepare reports for approval, including those for funding or implementation of services. * Direct or coordinate the financial or budget activities to fund operations, maximize investments, or increase efficiency in the specified program. * Ensure program requirements meet federal and state policies and grants compliance. * Develop, train employees or agency consultants on program requirements and usage. * Coordinate and deliver communication plans and communications. * Serve on boards of directors and management committees. * Serve on management committees or other governing boards. * Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development. * Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. What We're Looking For: The ideal candidate in this role should minimally have either: * A minimum of an associate degree with 7 years of experience in EMS OR * A bachelor's or higher degree with 5 years of experience in EMS, or at least 10 years of EMS experience consistent with the knowledge, skills, and abilities related to this role, and at least five (5) years of supervisory experience. * Current certification as an EMT at a minimum but paramedic licensure of at least 3 years is preferred. What You'll Need for Success: * Extensive knowledge of the emergency medical services, the certification/licensure levels, educational requirements, scope of practice derived from the Indiana EMS statutes, Title 836 EMS rules, EMS Commission approved policy & curriculum, requirements related to the National Registry of EMTs as the testing body for Indiana, and the National Scope of Practice. * Extensive knowledge of EMS provider agencies and their programs and services. * Experience in project management with a preference for database administration and experience in grants application and administration. * Extensive knowledge of all source materials and references including federal and state laws governing the programs. * Ability to develop and implement new principles and policies and discern any far-reaching implications. * Ability to present to both internal and external customers, the public, government officials, and other stakeholders. * Analyzing information and evaluating results to choose the best solution and solve problems. * Ability to work effectively with a wide variety of stakeholders. * Ability to prepare monthly finance and accounting reports to maintain program budget and grants. * Ability to delegate work, set clear direction, and manage workflow. * Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
