Title: Environmental Consultant Contract Manager State Role Title: Environmental Specialist II Hiring Range: $64,342- $104,555 Pay Band: 5 Agency: VA Dept of Transportation Location: Hospital Building Agency Website: www.virginiadot.org/jobs Recruitment Type: State Employee Only - E Job Duties VDOT's Environmental Division in Richmond, VA has an exciting opportunity for a Consultant Contract Manager within our Business Unit. This position will lead in the procurement of professional and non-professional services, which includes developing Requests for Proposal (RFP) and Information for Bids (IFB) as well as participating on consultant selection panels, attending procurement meetings and reviewing draft MOA language to ensure the Division's needs are met. The Contract Manager position will be responsible for all contract administration activities for their assigned contracts, which includes, but is not limited to, reviewing/approving invoices for compliance with contract terms, processing contract renewals and supplements, issuing Notice to Proceed's for Task Orders, tracking contract balances, updating consultant staff rosters, overseeing the quarterly contract reconciliation process and will work with teammates on the contract close out process. The successful candidate will work extensively with project managers, procurement officers, and our consultant partners; therefore, someone with a high level of professionalism and great customer service is essential. Minimum Qualifications * Ability to effectively coordinate consultant activities, plan, organize, and work on multiple technical projects and tasks concurrently. * Skilled in the use of computers including spreadsheet and database software programs. * Virginia Contracting Associate (VCA) Certification or similar is required. * Knowledge of and the ability to interpret state and federal environmental laws, regulations, policies and procedures related to transportation project development and implementation. * Ability to read and interpret contract terms and conditions, special provisions and various environmental scopes of work. * Skilled in Contract Administration activities such as issuing task orders, processing renewals and supplements, ensuring compliance with contract terms, maintaining records and closing contracts. * Experience developing RFP/IFB documents, serving on consultant selection panels and negotiating staff placement for the procurement of professional and non-professional services. * Ability to analyze and interpret data. * High level of attention to detail with the ability to review invoices to ensure terms and conditions, costs, and documentation are in compliance with contract requirements. * Able to work as a team member, and/or leader of inter-disciplinary teams under the pressure of deadlines. * Skilled in providing great customer service to internal and external customers is essential. * Ability to build rapport and to convey technical information in a format easily understood by diverse groups. * Ability to communicate clearly and effectively both orally and in writing. * Experience reflecting knowledge of procurement policies for professional and non-professional services. Additional Considerations * Experience with Cardinal is desired. * Experience with CEDAR is a plus. * Experience working with professional level environmental programs. * Working knowledge of the application Federal Disadvantaged Business Enterprise (DBE) programs and the Commonwealth's Small, Woman and Minority (SWaM) programs in public contracting. * A combination of training, experience or education in Environmental Sciences, Environmental Management, Public Administration, Business Management or related field is desired.
