Job Description: Campus Police Officer III (Sergeant) Grade 19, Step 7 AFSCME Unit II Position, 40 hours/week Work Schedule: Monday-Friday 2:30 PM-10:30 PM Campus Location: Lynn This posting may be used to fill future vacancies. SALARY: $75,609.56 per year / $2,908.06 bi-weekly. Use the following link for a highlight of these benefits. https://www.northshore.edu/hr/employee-benefits.html GENERAL STATEMENT OF DUTIES: The Sergeant classification works to accomplish the department's mission to serve the community, protect the lives, rights, and property of all people in the community and engage with community partners (internal and external) in direct support of the colleges mission and values. Incumbents in this group work under general supervision, supervising subordinate personnel during an assigned tour of duty; supervising criminal investigations; and supervising and performing specialized, technical, and/or restricted work in the office or field. Incumbents in this group also fulfill a leadership role in advancing the department's goals of professionalism, impartial policing, community engagement and other concepts embodied in the department's mission statement, and performs related duties as required. ESSENTIAL FUCNTIONS: * Supervise, assign work to and review the performance of law enforcement personnel. * Acts as the shift supervisor and may assume charge of police and security forces in the absence of superior officers. * Plan and prepare work schedules. * Assist superior officers in the planning and preparation of force training and development. * Supervise investigations of crime incidents. * Determine action to be taken on assignments by approving equipment to be used; determining the disposition of contraband * Organizing searches for missing persons; arranging for the transportation or escort of prisoners * Provide on-the-job training to subordinates personally or through referral to law enforcement educational program to develop their technical skills. * Performs various leadership and mentoring duties by observing and evaluating subordinate performance and, as appropriate, providing direction, regular feedback, counseling, and/or coaching to resolve performance problems and improve subordinate work performance * Observes subordinate behavior for signs of personal and/or wellness issues and suggests appropriate internal and external resources to address the issue(s) * Receives, reviews, and investigates allegations of officer misconduct and prepares and submits related documentation up the chain-of-command as required by department policy. * Reports significant incidents to command staff through chain-of-command * Enforces and utilizes impartial policing strategies, principles, and best practices to promote fairness, eliminate bias, and build community trust * Enforces and utilizes de-escalation strategies and skills to avoid, mitigate or minimize force during community-police encounters. * Enforces and practices procedural justice strategies by giving voice, neutrality, respect, and trustworthiness in policing actions * Manages equipment, supplies, and materials utilized on an assigned tour of duty * Perform related administrative duties such as maintaining liaison with administrative personnel; conducting staff meetings; maintaining records; authorizing overtime and preparing schedules; preparing periodic reports; issuing tools, supplies and equipment; and operating data processing terminals, photographic equipment and audio-visual equipment. * Assist in the development and maintenance of departmental policies. * Perform the work of lower classification within the Campus Police job specifications as needed. * Delegates to subordinates as approved by Chief or Designee. * Patrols assigned campus buildings and adjacent areas on foot or in a patrol vehicle to ensure the security of buildings, grounds and persons. * Guards against trespass, theft, damage to property or injury to individuals by screening visitors; inspecting rooms, packages and vehicles for explosives, firearms and other contraband; controlling crowds; providing personal protection to individuals as required; conducting surveillance of high-crime areas; searching for missing goods and persons; investigating complaints and reports of suspicious activity; mediating disputes; and inspecting buildings, grounds, fire lanes and emergency exits for compliance with safety standards to ensure campus security. * Exercises police powers by making arrests, searching prisoners, restraining violent persons, transporting person under restraints and advising suspects of their constitutional rights to prosecute violators and to prevent further violations of law. * Investigates crimes, explosions and suspicious fires by interviewing witnesses, victims and others; preserves crime scenes and fire sites for examination by experts; and collects physical evidence to aid in locating and apprehending suspects and in preparing cases for prosecution. * Investigates traffic accidents on campus * Assists the courts or grand juries by serving summonses, warrants and capiases; presenting evidence; testifying as witness; reporting case developments; and arranging for the appearance of witnesses to provide information necessary for the prosecution of cases. * Enforces campus traffic and safety regulations by directing traffic; assisting operators of disabled motor vehicles; assisting pedestrians in crossing streets; writing traffic tickets; inspecting licenses, permits and registrations for validity; and arranging for snow removal or sanding to ensure the orderly flow of traffic and prevent accidents. * Operates such equipment as two-way radios, C.J.I.S. terminals, facsimile transmitters or receivers, base stations, public address systems, emergency medical equipment, office machines, and firearms. * Performs periodic inspections of systems and facilities such as call boxes, alarms, streetlights, first aid stations, etc. to ensure proper function, restock, and/or prevent failure. * Prepare inventory reports and work orders for repair as required. * Must operate a motor vehicle and respond to emergencies. * This position is designated in the role of an essential employee. In the event campuses are closed or classes are cancelled or both due to adverse weather conditions, designated essential personnel shall be required for work during the duration of the cancellation. * Performs other related duties as required. MANAGEMENT RESPONSIBILITIES Supervise staff members (Police Officers, Security Officers and Dispatchers) with full responsibility for performance management, and assigning/reviewing work. Provide input in the development of performance measures, conducting new employee orientation, training and development and recommending disciplinary procedure. SECONDARY RESPONSIBILITIES Function as Evidence Control Officer. Oversee cruiser maintenance and supplies. Manage Investigation(s) Maintain inventory of investigative equipment and supplies, as well as personal protective equipment department-wide. Conduct research on equipment. Other duties and functions assigned by the Chief of Police Performs other position-related duties, as assigned. Requirements: Applicants must have at least (A) three years of experience in a governmental police force or in law enforcement work and (B) of which at least one year must have been in a supervisory capacity. * Be eligible for certification as a law enforcement officer by the Police Officer Standards and Training Commission (POSTC) after satisfying all requirements. * Must have the ability to be sworn as a Police Officer in accordance with Massachusetts General Law Chapter 22C Section 63. * Must possess a high school diploma or have passed the High School Equivalency Testing Program (HiSET), formally known as the GED * The candidate must be a U.S. citizen and at least 21 years old. * Graduation from an approved MPTC full-time police academy or have equivalent training that meets the exemption requirements of POSTC and MPTC * Must have a valid Unrestricted License to Carry a firearm in Massachusetts * Possession of current CPR and First Responder certifications * Ability to pass an extensive background investigation and CORI Check. No person, who has been convicted of a felony or any offense punishable under M.G.L. Chapter 94C (drug law violations); or has been convicted of a misdemeanor and has been confined to any jail or house of correction as punishment for said crime, M.G.L. Chapter 22 C section 14, will be considered for employment. * Prior to appointment, must possess a valid unrestricted license to carry a firearm (large capacity) and maintain a valid unrestricted license to carry a firearm throughout your employment in accordance with MGL Ch. 140 sec. 13. * Candidates will be required to have a Massachusetts class "D" or greater motor vehicle operator's license or out-of-state equivalent. You must present a copy of your driving history record from the Massachusetts Registry of Motor Vehicles. * Must have the ability to pass the Municipal Police Training Counsel (MPTC) firearms course of training as prescribed by the MPTC firearms curriculum. * Candidates will need to complete a POST Commission approved psychological exam, drug test and pre-employment medical exam. * Candidates will be required to pass a CORI/SORI and/or National background check as a condition of employment. PREFERRED QUALIFICATIONS: * Ability to speak Spanish * First responder/ CPR / EMT certified. * Certifications as an instructor in areas of defensive tactics, firearms, or first responder. * Associate's or Bachelor's degree in criminal justice. * Experience with community policing.
