UNCLASSIFIED POSITION IN THE CLERK OF SUPERIOR AND MAGISTRATE COURTS   Minimum Qualifications: Bachelor's Degree in Computer Science, Information Technology, Computer Programming or a related field required; supplemented by 5 years of experience in information systems analysis, web development or related field to include 3 years of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Specific License or Certification Required: None. Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position. Examination: The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. Additional information will not be accepted after applications are received by the Personnel Department.Purpose of Classification: The purpose of this classification is to perform professional, technical and analytical work in the development, implementation, maintenance, management, support and monitoring of and County information systems and to manage assigned staff.   Essential Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.   Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.   Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.   Manages the support and implementation of existing and new web sites, web applications and information systems: administers assigned applications including mid to large-scaled systems; provides guidance and makes recommendations regarding planning of implementation, requirements, and specifications; reviews and manages project plans, system architecture diagrams, flow charts, and future upgrade plans; provides solutions and guidance on identifying issues and troubleshooting; ensures effective customer support to all users; ensures current applications are fully functional and well-maintained with most recent patches and updates; ensures maintenance and protection of data; administers application servers and other system related servers; oversees various critical batch processes from various applications.   Develops and maintains system architecture: defines standards and protocols for interfaces between internal and external systems and to maintain optimum information architecture; manages and oversees systems diagrams for assigned applications; organizes or re-organizes structural designs to optimize usability and findability for the appropriate consumer groups; maintains systems of organization, labeling, search, and navigation systems; analyzes and recommends solutions to reduce costs and redundancy.   Plans migration and implementation of current and new applications to comply with new technologies: serves as a liaison between divisions; maintains awareness of and makes recommendations regarding infrastructure changes and future plans; manages technical limitations of each application; ensures current or future applications are in compliance with infrastructure changes; oversees system requirement process and change control requests; consults with vendors on system capabilities; manages server migrations to the virtual environment; ensures product compatibility. Provides technical support: troubleshoots end-user problems; responds to requests for assistance and resolves problems; escalates problem to vendors or other personnel as appropriate; ensures continual operations of web sites, applications, and information systems; utilizes diagnostic tools and other resources as appropriate.   Prepares various reports and documents for executive staff and County officials, including budget and procurement related documents: develops financial analysis documents and Return on Investment documents; prepares and submits project and issue status reports; analyzes and assesses new applications and make recommendations; develops bids and Requests For Proposal for applications and services; evaluates responses submitted by vendors; develops vendor selection questionnaire for product demonstration sessions; makes recommendations to executive members.   Conducts training programs for users and subordinate staff: writes and/or revises user training manuals and lesson plans; selects training times/locations based on users' needs; answers questions and provides information during and after training; conducts one-on-one training sessions as needed.   Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession: reviews professional publications, technical manuals, and web sites to increase knowledge of network operations; attends conferences, workshops, and training sessions as appropriate.   Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including system documentation, diagrams, training materials, performance appraisals, and project timelines; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.   Operates or uses various equipment and supplies in order to complete work assignments: operates and maintains a motor vehicle and other power or motorized equipment; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.   Communicates with County officials, supervisor, other employees, clients, third party service contractors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.   Additional Functions: Performs other related duties as required.Performance Aptitudes: Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy. Human Interaction: Requires the ability to provide formal training to others in specific fields typically involving preparation and/or modification of teaching materials. Requires the ability to act as a first-line supervisor, including instructing, assigning and reviewing work, maintaining standards, coordinating activities, and evaluating employee job performance. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment and machinery, requiring the monitoring, adjustment, regulation, and/or setting of multiple conditions. Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures. Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
