For more information, go to: https://studentloans.gov/myDirectLoan/pslfFlow.action#!/pslf/launch Description of Job About The Work Unit: The Tribal Contract and Financial Coordinator position resides within the Procurement and Contracts Section under the Outgoing Grants Manager. The position partners with the CDPHE Tribal Liaison, division grant managers, and fiscal staff. This position provides centralized financial risk management for Tribal grantees by assessing periodically. This position facilitates grant and funding relationships with Tribal Partners including streamlining contracts administration, contract monitor liaising, and administrative communications. The position develops and conducts training to Tribal Partners and CDPHE staff. What you Will Be Doing: The Tribal Contract and Financial Coordinator position performs a set of documented, planned, ongoing and periodic activities with the Tribal contractor (contractor, grantee, subrecipient or vendor) to ensure compliance with the contract (grant, purchase order or other commitment document) agreement terms and conditions, and any applicable laws and regulations. This position conducts all work with Tribal partners in coordination with the CDPHE Tribal Relations Unit, and in particular the Tribal Liaison, in the Office of Health Equity. This position conducts work in alignment with CDPHE values when working with Tribal Partners by respecting and honoring Tribal sovereignty rights, practicing and encouraging cultural humility, actionable and ethical movement to address health inequities among Indigenous people and populations in Colorado, empowering Indigenous Voices and perspectives in public health in Colorado, and ongoing partnership and collaboration with Tribes and Native communities. The position must maintain current knowledge of department contract monitoring policy and guidance, and the laws, rules, and policies associated with procurement and contracting. This position works closely with the program and fiscal contract monitoring teams and the CDPHE Tribal Liaison to assist with invoicing, tracking, reconciling, audits, and communications. This position works closely with CDPHE grant programs to discuss funding options for Tribal Partners and guide Tribal funding relationships. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Experience Only: Six (6) years of relevant experience in working with Tribal Partners and Native Communities and/or grant administration. OR Education and Experience: A combination of related education (Sociology, Business Administration, Communications, Public administration, Native American Studies, Tribal Relations) and/or relevant experience in working with Tribal Partners and Native Communities and/or grant administration equal to six (6) years A master's or doctoral degree from an accredited college or university will substitute for the degree requirement on a year-for-year basis. This experience must be substantiated within the work history section of the application. The words, "See Resume" will not be accepted. Part-time work will be pro- rated. Preferred Qualifications: * Current or former State experience relevant to this position. * Experience working with Tribal Nations and/or AI/AN communities, ideally in Colorado. * Knowledge and understanding of internal controls and fiscal management. * Demonstrated proficiency working collaboratively with internal teams, funding partners, and diverse external partners and interested parties. * Demonstrated ability to develop and maintain professional relationships. * Process improvement and change management experience. * Knowledge of contract cycle including negotiating, contracting, post award, monitoring, and close out. * Knowledge of and experience navigating relevant laws, treaties, and policies that affect funding relationships with Tribal Partners in Colorado.
