MDE headquarters facility offers\nfree parking, a food court, and a gym.\n GRADE 16\n LOCATION OF POSITION Land and Materials\nAdministration�\nDirector's Office�\n1800 Washington Blvd.\nBaltimore, MD 21230\n Main Purpose of Job The primary purpose of this position is to assist LMA's\nDirector and Deputy Director with the oversight and coordination of the\nactivities of LMA's seven programmatic areas: Land Restoration, Lead Poisoning Prevention,\nOil Control, Mining, Solid Waste, Resource Management, and Operational and\nAdministrative Services by tracking and providing direction and guidance on\nState and federal legislative matters, regulations, project management\nassistance, and coordination with the other state and federal agencies and\nmulti-state organizations.\nThe Special Assistant to the Director serves as a team\nleader for LMA's priority initiatives which cross programs and administrations\ninvolving significant complexity. Responsibilities are to plan and lead the implementation\nof climate change adaptation and mitigation initiatives, and the planning\nprocess for implementing new laws within LMA. In addition, the Special\nAssistant to the Director will also be responsible for a range of assignments\nto ensure consistency with Departmental policies and procedures. Further responsibilities\ninclude assisting with requests from the Office of the Secretary and\nCoordinating Offices regarding media inquiries, legislative issues, and\ninquiries from the public.\n MINIMUM QUALIFICATIONS Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \nExperience: Four years of administrative staff or professional work. \nNotes: \n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. \n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.\n DESIRED OR PREFERRED QUALIFICATIONS Preference will be given to applicants who possess the\nfollowing preferred qualification(s). Include clear and specific information on\nyour application regarding your qualifications.\n\n\n\n Bachelor's degree or higher in Political Science, Public\n Policy, Economics, Public Administration, or Business Administration.\n One year of experience drafting regulations and/or drafting\n legislation and preparing regulations and legislative packages.\n Experience planning, coordinating, and implementing\n regulations and/or legislation.\n Experience with the development and implementation of\n government agencies or other organizational policies and procedures.\n Experience as a team leader serving on workgroups,\n commissions, or task forces.\n Previous reporting relationships to an Executive Director\n or higher.\n\n\n LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle.
