POSITION SUMMARY: Apply the principles and practices of emergency management to perform advanced professional administrative work in County programs. STARTING SALARY HIRING RANGE: $39.65 - $44.68 $82,464 - $92,930    CLASS DESCRIPTION: Performs advanced professional level administrative work which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes the analysis and coordination of complex administrative matters; researching, reviewing, and analyzing legislative, budget, personnel, purchasing and policy issues; and supervising one or more major functional office programs or activities.Include the following. Other related duties may be assigned.    * Apply the principles and practices of emergency management to perform advanced professional administrative work in such programs as: * Alert and Warning, Continuity, Corrective Actions, Finance, Logistics, Mitigation, Operations, Outreach, Planning, and Training and Exercise. * Serve as the Senior Emergency Management Specialist (Senior Administrative Analyst) reporting to the Deputy Director. * Supervise personnel in functional activities such as developing emergency plans; planning trainings and workshops; providing training and presentations; and collaborating with County, community, and regional partner agencies. * Supervise contractual employees and independently lead programs, project teams, groups and/or meetings. * Independently develop solutions and examples; implement programs; develop policies and procedures; develop requests for proposals, memorandums of understanding, and other technical documents. * May support office budget, grants, and overall fiscal management in coordination with the Deputy Director and Director. * May serve in an acting capacity in the event of a temporary Deputy Director or Director absence.  * Analyze and evaluate current trends and best practices to identify hazards, reduce vulnerability, and improve emergency management practices. * Serve in Emergency Operations Center (EOC) activations or significant County events. * Participate in the evaluation, integration, and operation of emergency management support tools and applications. * Develop, implement, monitor, and report on projects to include those funded by grants. * Develop and maintain key linkages with external organizations key to disaster recovery. * Develop and deploy risk-based preparedness information program with measurable performance metrics. * Requires a flexible work schedule to attend community functions, work with allied organizations, and participate in EOC activations. * Serve as an "On-Call Emergency Manager" on a rotating schedule that will include nights and weekends.  When serving as "On-Call Emergency Manager" on a rotating schedule that will include nights and weekends following the successful completion of the training program. *  Employee is required to report to the Emergency Operations Center within one (1) hour in emergency situations. Functions under "essential personnel/emergency employee" provisions. Bachelor's degree and three (3) years relevant experience or equivalent education and experience.  PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES: * Advanced academic degree. * Supervisory experience. * Exemplary professional writing, public speaking, problem-solving and decision-making skills. * Experience managing programs and projects with minimal to no oversight.  * Experience working with diverse stakeholders * Research, planning, and/or management experience. * Experience working with diverse groups of stakeholders. * Proven ability to facilitate difficult discussions. * Any relevant professional certifications such as any of the following: Certified Emergency Manager (CEM), Certified Business Continuity Professional (CBCP), Lean Six Sigma (any level), Certified Floodplain Manager (CFM), Certified Climate Change Professional (CC-P), etc. PHYSICAL DEMANDS AND WORK ENVIRONMENT: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee must frequently lift and/or move up to 20 pounds and occasionally lift and/or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. While performing the duties of this job, the employee may be exposed to outside weather conditions. The employee is occasionally exposed to extreme outdoor environments and high, precarious places. The noise level in the work environment is sometimes moderate. Employees in this classification are occasionally required to wear personal protective equipment such as hearing protection, hardhats, safety glasses and/or goggles, and respiratory protection and must complete required safety training.  As such, employees must be able to pass the medical evaluation required prior to respiratory protection fit testing. The noise level in the work environment is usually quiet. LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
