Pay Range $206,490 - $318,216 Annually $206,490 - $265,188 Annually at the SEL.4 level $247,800 - $318,216 Annually at the SEL.5 level Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity. Job Description We have an opening for an Associate Program Leader (APL) for the Biological Science and Security Program (BSS) within Global Security's Z Program. Keeping the world safe from ever-changing biological threats by countering health and security vulnerabilities will be the primary focus of this position. This position will manage the Emerging Biotechnology Portfolio and identify biotechnologies that support our biosecurity mission while providing subject matter expertise for assessing dual-use potential. As an APL, you will provide technical and administrative leadership for the scientific staff while closely collaborating with the BSS Program Leader, Z Program Leaders, Global Security and Laboratory leadership to develop new research opportunities related to national security and to coordinate BSS Staffing and recruitment. Additional requirements will include participation on briefings to U.S. Government (USG) officials as appropriate. This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned, as appropriate, if hired at the higher SEL.5 level. In this role, you will * Serve as a member of and interact regularly with the BSS leadership team, supporting the development and implementation of institutional objectives and goals. * Provide strategic direction, identify and pursue program development opportunities for the BSS, including development of research proposals in collaboration with sponsors and customers. * Lead, manage, and coordinate Principal Investigators (PIs) and projects to ensure that deliverables are met on time and budget while adhering to the highest standards of scientific quality and fiscal management in accordance with all Laboratory safety and security requirements. Laboratory safety and security processes and policies. * Ensure reports and presentations for complex projects meet or exceed all requirements for tasks and deliverables. Lead programmatic review, coordination, and approval of proposals, publications and presentations, as appropriate. * Serve as a point of contact and subject matter expert for relevant technical and policy areas associated with LLNL's national security mission and support sponsor engagement in collaboration with the BSS Program Leader. Represent the program with sponsors and other U.S. Government (USG) organizations, traveling as necessary. * Oversee the planning and direct activities to staff program projects with new hires; manage program budgets, allocate resources, and determine qualifications. Support the BSS Program Leader to attract, retain, recruit, and select staff. * Perform other duties as assigned. Additional job responsibilities, at the SEL.5 level * Present project accomplishments that meet or exceed customer expectations, as well as identify new opportunities, goals, and application areas by leading the development of proposals while interacting with senior program management across the LLNL enterprise. * Develop innovative concepts and provide technical knowledge for both analytic and scientific research and development activities; influence and support strategic decisions by senior management and external customers. * Brief senior management and senior U.S. Government (USG) policy experts on overall impact and approach of research programs and support activities that enable forecasting of threat from advanced technologies that may impact our biosecurity awareness. Qualifications * This position requires active Sensitive Compartmented Information (SCI) access and an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time if hire. * Master's degree in biology, physics, chemistry, engineering, computer science or a closely related field, or the equivalent combination of education and related experience. * Subject matter expert knowledge of biological sciences and their relevance to national security issues and Weapons of Mass Destruction (WMD). * Significant experience managing, leading, and supervising multidisciplinary projects and teams and delivering analytic support to external programmatic sponsors. Ability to build, motivate and lead complex teams to work toward organizational goals. * Significant experience formulating, developing, and executing projects that support national security. * Expert verbal and written communication skills necessary to effectively present, explain, and advise senior management and external sponsors and customers, including preparing and presenting proposals and reporting results. * Significant experience working in a classified environment with highly complex, multi-agency security requirements and with both classified and unclassified subject matter. * Experience directly managing multi-million-dollar budgets and effectively balancing complex technical and budgetary priorities. * Ability and willingness to travel in support of the program. Additional qualifications, at the SEL.5 Level * PhD in biology, computational biology, chemistry, physics, engineering or a closely related field or the equivalent combination of education and related experience. * Expert technical knowledge of advancements and emerging technologies related to biological sciences that have global impact combined with a proven ability to champion, lead, and develop innovative principles, theories, and concepts related to national security. * Expert knowledge of biology and biotechnology and experience contributing to formal written products that analyze and assess biological threat for the national security community. Desired qualifications * Extensive experience managing programs and projects that specifically supported the U.S. Government (USG) national security mission to prevent, deter, degrade or mitigate biological threat.
