This position oversees the Superfund, Natural Resource Damage Assessment & Restoration, Dry Cleaning, Spill Response, Site Assessment, and Orphan Sites Programs in the Bureau of Environmental Remediation. The position assists the Bureau Director on daily operations, internal planning, policy development, procedural recommendations, and providing expertise and guidance to subordinate unit managers, project managers, the public, and other concerned persons. In addition to the required education and experience, applicants should have a strong background in supervising staff, and in communicating with site owners, consultants, State and Federal agencies, government officials, and the public. Job Responsibilities may include but are not limited to the following: Plans, organizes, and directs the statewide Superfund, Natural Resource Damage Assessment & Restoration, and Drycleaning Programs in the Drycleaner/Superfund Unit. The Section Chief is responsible for providing program and project guidance and goals to the Drycleaner/Superfund Unit Manager, and tracking attainment of goals. The Section Chief is also responsible for tracking budgets and program costs related to these programs. Plans, organizes, and directs the statewide Spill Response and Site Assessment Programs in the Site Response Unit. The Section Chief is responsible for providing program and project guidance and goals to the Site Response Unit Manager, and tracking attainment of goals. The Section Chief is also responsible for tracking budgets and program costs related to these programs. Plans, organizes, and directs the statewide Orphan Sites Program in the Orphan Sites Unit. The Section Chief is responsible for providing program and project guidance and goals to the Orphan Sites Unit Manager, and tracking attainment of goals. The Section Chief is also responsible for tracking budgets and program costs related to these programs. Qualifications * Education: * Bachelor's degree in environmental, agricultural or natural sciences/resources. * Licensing & Certification: * Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. * Minimum Qualifications: * Bachelor's degree in environmental, agricultural or natural sciences/resources. * Three years of experience in environmental program administration. * Preferred Qualifications: * Bachelor's degree in geology, hydrogeology, engineering or environmental studies. * Master's degree in geology, hydrogeology, engineering or environmental studies. * Graduate classes in geology or similar. * Experience with emergency spill response and natural resource damage assessments. * Experience in preparing and/or reviewing soil and groundwater assessment and remediation reports. * Experience in collection and interpretation of soil, sediment, groundwater, and air samples. * Experience with employee supervision. * Experience with Superfund (CERCLA) Programs. * Experience performing environmental contractor oversight. * Experience with writing periodic newsletters and guidance documents. * Microsoft Office Project Software. * ArcGIS. * Proofreading, editing, attention to detail. * Word, Excel, PowerPoint, Access. * Post-Offer, Pre-employment Requirements: * Incumbent must pass a physical which certifies the individual can work in the necessary protective gear.
