Description Performs skilled technical work inspecting City contracted projects and utility construction within the public right-of-way and easements for compliance with specifications and plans, record keeping, and related work as apparent or assigned. Work is performed under general direction. Examples of Duties * Performs inspections of infrastructures such as streets, sidewalks, drainage systems, and rights-of-way for City Capital Improvement Projects (CIP), City commercial developments, and utility capital improvement projects for compliance with standard details, specifications, and approved project plans. * Reviews plans, specifications, estimates, and contracts for capital improvement construction projects. * Inspects site plan developments for conformance with City and Virginia Department of Transportation (VDOT) specifications and guidelines. * Prepares and maintains detailed inspection records, plans, and reports. Reconciles quantities with contractors and plans. Creates and maintains as-builts and red-line plans. Maintains materials notebook and ensures compliance with QAP as required. * Maintains records on warranty of utility and contracted projects; prepares construction-related correspondence to contractors, developers, and City employees. * Inspects utility street cuts and makes necessary contacts with utility contractors regarding compliance with city codes and requirements. * Provides support and technical services such as grade checks and calculations for Public Works and contracted projects. * Receives and responds to inquiries and complaints from citizens regarding construction projects. * Reviews and approves utility and sewer connection permits. * Other duties as assigned. Typical Qualifications Minimum Education and Experience: * Graduation from high school supplemented by relevant college or other relevant secondary coursework; a college degree (2-year or 4-year) in a relevant field and four (4) years of relevant work experience; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Licenses and/or Certifications: * Soil and Aggregate Field Compaction, Asphalt Field I & II, ACI Concrete, Pavement Marking, Nuclear Gauge Safety Training, GRIT, Erosion and Sediment Control Inspection, Stormwater Inspection, Intermediate Work Zone Traffic Control, OSHA 10-hour Safety Training - Construction Safety & Health Certifications, or ability to obtain within 12 months. * Valid driver's license in the Commonwealth of Virginia. Knowledge: * Knowledge of best practices, techniques, materials, and equipment for civil and transportation engineering construction projects and of engineering plans, specifications, and drawings. Skills: * Math and quantitative skills. * Multi-tasking and prioritization skills. * Computer skills - Microsoft Office Suite Abilities: * Ability to make sound technical decisions and detect defects in construction materials and workmanship. * Ability to read and interpret plans and specifications. * Ability to establish and maintain working relationships with contractors and developers. * Ability to express self clearly and concisely, orally and in writing. Other requirements: * Ability to work on rotating shifts during snow and natural emergencies. * Ability to operate a City vehicle in course of duties. Supplemental Information Work Environment: * Worker is exposed to outdoor weather conditions or extreme noise, odors, heights and/or dust. Essential Physical Activities: * Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, talking, standing, finger movement, repetitive motions, depth perception. * Typical weight handled: up to 50 lbs.
