Duties Summary Participates in the Professional Development Trainee Program for the County of Hawai'i designed to provide on-the-job training and experience and receives training and mentorship in planning and carrying out professional activities and assignments. There is one (1) immediate temporary full-time vacancy not-to-exceed (12) months with the Civil Defense Agency in Hilo. Special Working Conditions: * After hours, weekends, and holiday work are required. * On 24-hour status in anticipation of natural disaster, enemy attack, etc. * Reports to office under disaster conditions. * Performs long hours on duty during civil defense alerts and emergencies. Examples of Duties * Receives guidance, training, and mentoring from the Civil Defense Agency's GIS Analyst II with the design and development of programs to produce custom thematic map data to support emergency management response. * Assists the GIS Analyst II in supporting disaster related work by improving disaster maps by adding/updating layers and refining data layers, linking collection platforms to data layers, and developing the inquiries in SQL to extract data into reports. * Assists with updating websites such as the COH CD public web-page, CD Facebook, Instagram, Twitter, etc. * Assists the GIS Analyst II with entering delineated map data and descriptive information into GIS through digitizing, key entry, scanning, converting computer aided drafting (CAD) files, global positioning system (GPS) coordinates, hyperlinking to other files, or other standard map data entry procedures to ensure that the Civil Defense's shared data is up to date and accurate. * Assists the GIS Analyst II with writing computer programs to format Civil Defense data such as damage reports, disaster maps, live maps of road, beach, park, etc. closures; which includes assisting in developing and maintaining the database for map production to produce live maps for the public to view. * Assists with creating and maintaining GIS project files and records. * Receives training and guidance on analyzing and interpreting aerial photographs and maps to delineate elevations and other geographic land use characteristics. * Assists with analyzing the Civil Defense web-page map quality and the accuracy of the data by reviewing and evaluating maps and document sources for entry into GIS. * Assists the GIS Analyst II with researching the GIS needs of the agency and coordinates input of information based on the discovered needs. * Assist with researching and examining patterns and trends through spatial mapping. * Operates County vehicle for errands, attends meetings, trainings. * Performs other related duties as required or assigned. Minimum Qualification Requirements Training and Experience: * an associate's degree from an accredited college or university in physical or natural science, geography, engineering, urban or land use planning, computer science, or a related field (scan and attach a copy of your official college transcript to your application), and * possession of a valid State of Hawai'i Driver License (Class 3) or any other valid comparable driver license at time of filing. (You will be required to submit your valid driver's license at time of hire.) Note: Only associate's degrees from an accredited college or university will be accepted. Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application. Knowledge of: research methods and techniques; report writing; problem solving methods and techniques, and the use of standard office machines, personal computer, and software applications. Ability to: learn and apply basic principles, concepts, and work processes fundamental to the professional work to be performed; learn and apply laws, rules and regulations, policies and procedures, and reference materials fundamental to the specialty areal; understand, interpret, and apply the principles, standard methods and techniques, laws, rules and regulations, and guides; establish and maintain effective working relationships with others; communicate effectively and follow oral and written instructions; understand and follow complex, detailed technical instructions, and work both independently and in a team environment.
