Position and Salary   The Attorney General's Office is recruiting for a permanent full time AGO Supervising Investigator/Analyst in the Medicaid Fraud Control Division. This position is located in Olympia, Washington, and is represented by the Washington Federation of State Employees (WFSE).    AGO Supervising Investigator/Analyst Range 69: $84,516 - $113,712  The base pay offered will take into account internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience.  The following stipends may apply based on position requirements: * Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.   * Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.  About the Insert Division: The work of the Office's Medicaid Fraud Control Division (MFCD) focuses on both criminal and civil law enforcement. The 75% federally funded MFCD's mission is combating provider fraud, abuse and neglect in residential facilities and involving Medicaid recipients in non-institutional settings.   MFCD's Headquarters is located in Olympia, Washington with some team members also located at the AGO's Spokane Office and Seattle Office.  The Division currently has a staff of 66 FTEs, including attorneys, auditors, special agents, data analysts, clinical health investigators and professional support staff.   MFCD involves protecting not only the Medicaid program of roughly 22.9 billion dollars per annum, but also its most vulnerable persons, typically elderly persons in residential facilities or persons abused or neglected by a Medicaid Provider.  In many of our cases, there is no precedent so MFCD is consistently on the cutting edge of legal theories and issues.    The cases range from abuse and neglect of persons in nursing homes, large scale organized individual and corporate civil and criminal fraudulent activity to national whistleblower actions.    Our staff is a highly professional, fun and seasoned analytical investigative team.  MFCD is unique in that all cases have an attorney, special agent, data analyst assigned with legal support.  This, and the great people who make up the division, gives MFCD a particularly terrific team atmosphere.     Duties and Essential Functions of a Supervising Digital Forensics Special Agent This is a supervisory expert level position that is responsible for planning, coordinating and conducting the digital forensics portion of primarily highly complex civil and criminal investigations of healthcare providers who may be committing Medicaid Fraud or engaged in criminal mistreatment and or abuse and neglect of Vulnerable Adults.   Conduct investigations involving Medicaid fraud or abuse and neglect which are of a serious or sensitive nature which are assigned at the highest levels within the AGO. This includes working with MFCD staff; drafting affidavits for search warrants and certifications of probable cause; collecting, preserving and handling evidence in accordance with established rules of evidence and statutory requirements; conducting surveillance to obtain evidence; preparing written statements, pleadings and associated investigative documents; approved undercover operations; office procedure established case file management and up to date documentation of investigative activity; investigation of social media and other electronic footprints; fully use all available databases; review of information obtained from various law enforcement and other state and federal agencies; maintain reports, spreadsheets, correspondence and other pertinent documentation in electronic format.   Lead, oversee and participate in the digital forensics portion of multi-jurisdictional investigations in Medicaid Fraud and Abuse and Neglect of Vulnerable Adults cases (pursuant to the mission of MFC), by bringing together the partner agencies and developing digital forensics case investigation plans. Review and assign new cases to Special Agents assigned as Direct Reports, review investigative work conducted by Direct Reports, facilitate team meetings and attend Supervisor Meetings as required, coordinate investigative activities to ensure they are conducted in a safe, legal, timely and efficient manner; conduct personnel evaluations in accordance with Agency and Division policy and guidelines, approve leave, travel and training from Direct Reports. This position will also serve as a back-up supervisor in the event another supervisor is unavailable or absent.   Develop and maintain positive and effective relationships with the aforementioned agencies to enable seamless dialog and interaction with these entities by other MFC staff, provide outreach training relating to MFC, identify opportunities these agencies can offer to enhance MFC efficiencies which can include but not be limited to Task Force membership, training, tools and equipment they can offer, assistance they can provide.   Supervisory experience may include but is not limited to: planning and coordinating an onsite search warrants or team surveillance; developing a plan, identifying and assigning tasks to others and ensuring the tools needed are provided; briefing, intel, equipment, ensuring reports are completed and filed in a timely manner etc.   Review and assign new cases to Special Agents assigned as Direct Reports, review investigative work conducted by Direct Reports, facilitate team meetings and attend Supervisor Meetings as required, coordinate investigative activities to ensure they are conducted in a safe, legal, timely and efficient manner; conduct personnel evaluations in accordance with Agency and Division policy and guidelines, approve leave, travel and training from Direct Reports. This position will also serve as a back-up supervisor in the event another supervisor is unavailable or absent.   Develop and maintain positive and effective relationships to enable seamless dialog and interaction with these entities by other MFC staff, provide outreach training relating to MFC, identify opportunities these agencies can offer to enhance MFC efficiencies which can include but not be limited to Task Force membership, training, tools and equipment they can offer, assistance they can provide.   Provide assistance to federal, local and Washington State law enforcement agencies as required in facility cases involving Medicaid money. Develop and provide guidance, as a subject matter expert, to partner agencies; assist those agencies in the furtherance and successful outcome of the digital forensics portion of ongoing investigations. Coordinate the digital forensics aspect of criminal investigations with local law enforcement, prosecutors and Assistant Attorneys General to support criminal prosecutions or civil actions pursued against violators.   This position will assist Assistant Attorneys General in litigation as requested, to include but not limited to: participating in witness interviews and providing follow up investigation and testimony.   Works closely with Special Agents, AAG's and Financial Analysts in digital forensics examinations both in a lab and on-site during service of court-ordered searches of locations in question. This includes traveling throughout the state to assist Special Agents in identifying, preserving, imaging, extracting, analyzing and documenting electronically stored information obtained from digital items and Internet Service Providers pursuant to authorized legal process as they relate to MFC investigations. This includes but is not limited to: the removal and installation of hard drives, imaging hard drives from standalone and network computers, imaging files from computer systems, identification, extraction and analysis of smartphone and feature mobile devices, to include a wide variety of digital devices, Digital forensics examination of electronic data to discover, document, collect, and preserve computer-based evidence for the prosecution and defense. Serves as a search warrant Digital Forensics Examiner, works to recover hidden, encrypted, or deleted information related to the case, safeguards the integrity of data by following a chain of custody that ensures its admissibility in court, deals with and understands complex cloud based services in the performance of their functions and develops strategies for cloud access.   This recruitment announcement may be used to fill multiple open positions for the same classification,   Ideal Candidate Profile   Qualifications:   Positions require a Bachelor's degree and ten years of experience conducting investigations, which include the authority to independently plan and conduct investigations in civil or criminal cases. At least two of these years must include supervision of investigators.   Additional qualifying investigative experience may substitute year for year for education.                                                                          OR    Five years' experience as an AGO Senior Investigator/Analyst.   SKILLS AND ABILITIES: The most competitive candidates will possess the following desired qualifications: * A minimum of five years' experience in Digital Forensics. * Magnet Forensics, Forensic Tool Kit, and/or mobile forensics certification. * Ability to apply knowledge of network computer systems, common communication software, including Outlook, and familiarity with electronic e-mail systems; knowledge of different operating systems, including Windows, DOS, variations of Unix, including Linux, and Mac OS; the Internet; hardware in standalone computers; various electronic storage media including internal and external hard drives, and multimedia card/flash memory; PDA and alike personal scheduling/address book/e-mail devices; data archiving technology; USB/Firewire technology; and digital forensic software / hardware. * Knowledge of coding, SQL, and other query applications is a plus. CONDITIONS OF EMPLOYMENT: A background check consisting of employment history, professional references and educational verification (e.g., degree, license, or official transcript) may be conducted. Prior to any offer, the applicant selected will be required to submit to and pass a fingerprint-based criminal background check conducted by the Washington State Patrol, Criminal Records Division. The incumbent will submit to additional background checks as a condition of employment every five (5) years thereafter.
