Job Overview Under the direction of the Division Chief of Planning & Technology, and reporting regularly to the Fire Chief, the Manager of Fire Facilities is responsible for the management, oversight, and coordination of the maintenance, upkeep, and repair of all County Fire Stations, a Training Center, a Public Safety and Operation Complex (PSOC), an Emergency Dispatch Center, and the programming, planning, design, and construction of new fire facilities. The Manager of Fire Facilities is also responsible for improving organizational performance and methodologies for the delivery of successful projects and new technologies, determining funding types and requirements, forecasting maintenance and repair budgets, monitoring status of allocated funds, and controlling expenses. The Manager of Fire Facilities interacts, advocates, and collaborates with other Agencies, Divisions, and the Hillsborough County Firefighters - Local 2294 to research, develop, implement solutions, technologies, and programs to mitigate the health hazards faced by first responders. Works with the Fire Chief and others to improve the ISO-Public Protection Classification (PPC) rating in enhancing the standards and the fire prevention and suppression capabilities of the County in support of the community. Supervises a team for maintenance, construction, and alterations projects, and fire prevention systems compliance. Ensures compliance with Florida Building Code, Florida Fire Prevention Code, and State of Florida statutes, regulations, and laws. Duties and Responsibilities Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below. * The Manager of Fire Facilities is also accountable for the planning, programming, design, construction, and post occupancy evaluation of new fire facilities and training props; development and implementation of programs and procedures to gain operational and fiscal efficiency and accountability; implementation, management, and development and review of service contracts and resolution of contract disputes; and planning, prioritizing, and making decisions in support of Fire Rescue's objectives and mission. * Performs program management work by reviewing contractor submitted proposals, negotiating fair and reasonable pricing) preparation of work orders, change orders and reviewing and approving pay requests. Prepares and monitors project budgets and allocated fund. * Responsible for demonstrating creativity, foresight, and maturity in judgment when anticipating and solving unprecedented technical problems, determining objectives and requirements, organizing projects, and developing standards and guides for the maintenance, development, and delivery of Fire Facilities and ancillary structures. * Serves as the technical specialist for the Program in the application of advanced concepts, principles, and methods in providing architectural, technical, and facility maintenance and repair services. Makes authoritative decisions and offers recommendations to the Fire Chief of significant impact on the Department's fire facilities maintenance and repair program, implementation of policies and safety procedures, and impact to the Department's front-line operations. * Makes independent, responsible decisions subject to review by Command Staff, while creating a safe and efficient work environment that optimizes staff productivity and minimizes disruption to the vital Fire Rescue's front-line operations. * Reviews, develops, coordinates, and oversees Fire Facilities refurbishment, repair, and renovation projects. Conducts progress inspections and tracks projects progress of contractor performed work ensuring compliance with project scope, specifications, schedules, and applicable codes and guidelines. Identifies issues and initiates and coordinates the implementation of corrective action when necessary. * Planning, forecasting, and coordination of strategic land acquisition in support of the Fire Rescue's Strategic Plan and the department's mission and vision. * Perform other related duties as assigned. Occasionally requires balancing to prevent falling or erratic movement. * Occasionally requires moderate lifting or carrying 2 6-50 lbs. * Occasionally requires climbing ladders or scaffolds. * Occasionally drives and/or operates heavy equipment. * Occasionally requires good near or distant vision occasionally requires feeling to perceive an object(s) size, shape, temperature, or texture by means of senses in your skin. * Occasionally intermittently sitting, standing, or stooping. * Occasionally crawling and/or kneeling. * Occasionally pushing and/or pulling. * Occasionally requires handling by seizing, holding, grasping, or turning hands, but without finger dexterity. * Occasionally uses equipment requiring high dexterity. * Occasionally requires good hearing. * Occasionally requires distinguishing colors and/or depth perception to judge distances Minimum Qualifications * Bachelor's degree; AND * 5 years of experience in managing, coordinating, implementing projects related to the maintenance, repairing, alteration, construction of fire facilities, building concepts, fire codes, and building codes or directly related to the position duties; OR * An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.); AND * State Certified Fire Safety Inspector; AND * Possession of a valid Driver's License Job-Specific Competencies * Critical Thinking: Highly skilled in; Observation, analysis, inference, communication, and problem solving. * Decision Making: Analytic: Supervisor is available to establish broad objectives relative to essential position duties or departmental responsibilities. It also requires continuing contacts with the public involving the enforcement of regulations, policies, and procedures. * Strategic Planning: Provides strategic planning and programing, data analysis, and technical research and development in support of the department's mission and its built environment. * Managerial/Operational Skills: Responsible for making recommendations within the department in the areas of facilities planning, programing, design, repair, and construction. Independent judgment is required to study previously established, often partially relevant guidelines; plan for various interrelated activities and coordinate such actions within a work unit or while completing project. * Leadership: Exemplifies the values of Hillsborough County Government and Hillsborough County Fire Rescue. Provides guidance and direction to all subordinates, coworkers, and customers. * Must be proficient in AutoCAD, and Microsoft Office Suite to include Access databases. * Ability to communicate effectively (virtually, orally, and in writing) and to make effective presentations and briefings variety of audiences (individuals or group). Emergency Management Responsibilities In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
