Introduction

Maryland Public Television, commonly known as MPT, is a public television network that broadcasts throughout the entire state of Maryland and the District of Columbia and into parts of Delaware, Pennsylvania, Virginia, and West Virginia. MPT is Maryland's only statewide broadcaster. Headquartered in Owings Mills, MPT is a member of the Public Broadcasting Service (PBS) and is a producer of both locally and nationally distributed TV programs and digital content.

Main Purpose of Job

Maryland State Ad Agency has a media buyer opening. This position is responsible for the overall metrics, development, execution, and management of video media strategies, buys and related functions across linear television and digital video efforts. Programmatic media campaigns will encompass all activities from planning, initial buy assessment, negotiation, ongoing buy management, final reporting and reconciliation.

POSITION DUTIES

Professionally represent MSAA and develop a positive brand through the creation of compelling

media strategies.

Monitor and analyze media campaigns through marketing metrics such as return on investment

(ROI).

Manage day-to-day account activities and ensure all buying guidelines are met (creative, dayparts,

program restrictions, etc.).

Monitor media to ensure rotations are running as scheduled.

Compile and analyze marketing and media data to inform buy recommendations and implementation

of customized strategies.

Research media trends, opportunities and target media consumption.

Negotiate, plan, schedule, and manage successful advertising television (linear and video services).

Campaigns to secure optimal schedules and efficiencies.

Research the best pricing for each market by using up to three rounds of proposal requests (RFPs).

Negotiate with vendors for creative and custom added value integration opportunities.

Work collaboratively with planners and/or agency/client planning personnel.

Maintain regular communications and good vendor relationships to remain current on pricing,

inventory conditions, as well as relevant station/network/media outlet specific information for

applicable accounts.

Prepare a summary of the buy in client friendly terms.

Maintain all buy information using tracking software provided by MSAA.

Communicate with essential MSAA staff and trafficking service.

MINIMUM QUALIFICATIONS

Education: AA degree from an accredited college or university.

Experience: Two (2) years of professional experience with programmatic media planning and

buying campaigns.

Note:

Candidates may substitute four (4) years of experience with programmatic media planning and

buying campaigns for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and

specific information on your application regarding the qualification(s).

Proficiency with Microsoft Word, PowerPoint, and Excel.

Experience researching media trends, opportunities and target media consumption.

Experience with marketing metrics such as ROI, frequency, gross rating points, etc.

Exceptional analytics, budget management skills, writing and organizational skills.

Ability to work in a fast-paced environment, juggle multiple priorities and meet deadlines.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor

vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's

license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
