Position Summary Description Supervises the development, monitoring, analysis, maintenance, and optimization of plant environmental and operational chemical process sub-systems. Ensure compliance with applicable federal, state and local regulations, including NPDES, Groundwater, Storm Water, Potable Water, Spill Prevention, Plant Process Chemistry, Plant Chemical Hygiene Plan and other areas as assigned. Additionally, responsible for overseeing the safe and efficient operations of the Support System and Effluent Processing Facility (EPF) control systems, and for directing the activities of operating personnel. Qualifications and Education Requirements Bachelor's degree in chemistry, natural sciences, technical, or engineering is required, or two (2) years of experience can be substituted for one year of education. Must possess and maintain a license from the State of Florida for both wastewater and drinking water or the ability to obtain within one year. Five (5) years of progressive power plant industry management experience, preferably combining modern power plant operations, engineering, environmental and lab experience. Core Competencies: Adaptable, Collaborative, Conscientious, Critical-Thinking, Outcome-Driven and Professional Technical Competencies/Skills: * Knowledge of policies, practices and procedures of Federal/State/Local environmental protection regulations and permit compliance * Bargaining Unit Agreement * Pollution prevention * Functional knowledge of plant systems operations * Chemistry theory, processes, and application * Automatic on-line process analyzers * Power generation principles * Storage tank, spill, and waste management procedures * Budget Management * Proficiency with Microsoft Office applications * Water and Wastewater treatment * Flue gas desulphurization * Environmental Control Systems * CEMS equipment * EPF area and landfill * Safety/Environmental Processes Soft Competencies/Skills: * Effective verbal/nonverbal, listening and written communications * Time Management * Communication * Integrity * Quality Control/Continuous Improvement * Attention to Detail * Problem Solving * Leadership * Delegation Essential Functions * Directly supervises the CEMS, Lab, and team members to ensure procedures exist, are understood, are available and are being followed to support environmentally compliant, safe, effective, and efficient plant operations. * Recommends plant process chemistry limits for environmental and process control. * Provides direction, guidance, and assistance to CEMS, Lab, and team members as deemed necessary. * Performs all work in lower technician/technologist classifications of responsible areas if needed. * Establishes and executes bench-testing procedures, as necessary, to troubleshoot and optimize chemical processes. * Prepares test reports and recommendations for review and approval. * Assists in establishing temporary and permanent analytical procedures as needed. * Monitors and tracks bulk chemical usage and implements changes as needed to optimize consumption. * Investigates and tests alternative chemicals currently used in processes to reduce costs, improve process performance, and/or minimize environmental concerns. * Conducts internal audits to verify quality assurance programs, monitoring plans, and permit requirements are being met. * Oversees operation of the domestic wastewater and potable water treatment plants and maintains valid licenses for it. * Ensures that all environmental compliance reports for responsible areas are prepared accordingly to prescribe methods and provides the proper certification. * Provides direction to Environmental or Lab Contractors as deemed necessary. * Reviews and make recommendations to Plant Operating & Maintenance Practices to ensure permit compliance. * Ensures appropriate QA/QC programs are current and followed as applicable to areas. * Maintains required qualifications, certificates, and licenses for self to direct and oversee responsible programs. * Trains employees and document training as applicable to regulation requirements. * Prepares company policies, procedures, and plans to ensure compliance with current and future regulations. * Stays current on Federal and State environmental rules and regulations related to emissions and discharges from coal fired power plants. * Maintains appropriate records and documents for compliance during agency audits. * Identifies and recommends actions to the Environmental Department to avoid or mitigate the potential for environmental exceedance, violation, or agency notification. * Develops the annual budget for responsible areas. * Approves and monitors invoices. * Submits and monitors projects specifications, purchase requisitions, and contracts. * Takes a proactive approach regarding personal safety, safety of others and comply with all OSHA and SECI safety rules. Must complete all necessary online or classroom safety courses as directed. Must participate in safety briefings and meetings. * Takes a proactive approach regarding environmental rules and regulations governing the operation of the plant. Must complete all necessary online or classroom environmental courses as directed. Required to immediately report any, and all, environmental reportable incidents. * Performs other duties as applicable to the position or as assigned. Physical Requirements Must be able to work and access all locations of the plant and grounds. Must be able to climb stairs, ladders and scaffolds. Some travel and work outside of normal business hours. Must be able to follow established protective measures including wearing required personal protective equipment (PPE). Must possess a valid driver's license and acceptable Motor Vehicle Report. Working Conditions While working in certain areas of the plant, there is the potential for exposure to hazards typical of an industrial working environment, including extreme temperatures and conditions. Must be able to work extended hours and be available for call outs as required.
