Court Name/Organization: Fourth Circuit Court of Appeals Location: Richmond, VA Opening and Closing Dates: 09/13/2024 - Open Until Filled Appointment Type: Permanent Classification Level/Grade: CL 27 Salary: $58,030 - $94,338 Link to Court Careers Information: https://www.ca4.uscourts.gov Announcement Number: FDA-2024 Link to Job Announcement Position Description The Facilities Data Analyst researches, compiles, analyzes, and evaluates data related to the space occupied by court staff throughout the circuit. The individual assists with the development of financial, budgetary, statistical, and operational reports used for planning, administering, and managing the circuit's rent budget program. Overview of Duties * Collect, review, audit, and analyze data and information related to the space and facilities occupied by court staff throughout the circuit * Assist with the management of occupancy agreements and related customer documents and agreements * Evaluate and monitor current leases and customer communications. Initiate actions to begin the lease renewal process, space expansions, space alterations, and intentions to vacate. * Analyze real estate market trends and risk as well as complex contracts * Assist with the development and implementation of housing plans * Assist in developing consolidations, relocations, or other changes to housing plans * Track and report funding deviations * Perform other duties as assigned or necessary Qualification * Bachelor's degree in finance, real estate management, or related field * Two years of full‐time specialized experience related to one or more of the following real estate practice areas: space acquisition (brokerage, leasing), construction project management/oversite, or property/asset management * Understanding of commercial property management, leasing practices, real estate market conditions, and industry standards related to acquiring or managing space * Exceptional analytical skills with the ability to interpret data, develop cost/price analyses, and effectively communicate findings and recommendations * Exceptional ability to self-manage, work independently as well as collaboratively with team members and in cross-department environments, and to manage multiple tasks and competing priorities simultaneously * Solid working knowledge of Microsoft Office products, including Word, Excel, and Outlook * Professional demeanor and the ability to work well with professional legal staff and court personnel * Occasional travel within the circuit may be required for evaluating space needs General Experience Preferred Experience * Experience in or working knowledge of the federal Judiciary * Experience in or working knowledge of the federal General Services Administration organization and their regulations * Experience with Microsoft SharePoint and Project * Residing within the Fourth Circuit Benefits * 13 days of vacation; increases to 20 days after three years and 26 days after 15 years * 13 days of sick leave * 11 paid holiday * Health and life insurance plans subsidized by the agency (retirees may carry their health insurance plan into retirement while paying the same premiums as employees) * Dental and vision plans * Thrift savings plan (like a 401(k) plan) * Retirement (FERS) * Flexible spending accounts for health care, dependent care, and commuter expenses * Paid parental leave * Mass transit subsidy (location and budget dependent). * The court is a qualifying employer for Public Service Loan Forgiveness Miscellaneous Conditions of Employment Must be a citizen of the United States or meet requirements for compensation under current law.
