Title: Virginia Fire Marshal Academy (VMFA) - Chief Deputy - 00049 State Role Title: Emergency Coordinator Mgr I Hiring Range: $70,000 - $85,000 Pay Band: 5 Agency: Department of Fire Programs Location: Dept of Fire Programs Agency Website: www.vafire.gov Recruitment Type: General Public - G Job Duties About the Agency The mission of the Virginia Department of Programs is to serve the citizens of the Commonwealth by enhancing public safety through supplemental funding to local governments, education and training to first responders, fire prevention and life safety education through community risk reduction, and statewide fire code enforcement. About the Position The VFMA Chief Deputy will assist in planning, coordinating, scheduling, and managing all aspects of training related to the Virginia Fire Marshal Academy. This position will supervise training to include, but not limited to, the adjunct/instructor staff. Serve as subject matter expert (SME) and Agency point of contact in the absence of the VFMA Assistant Chief. Establish and maintain effective partnerships and serving as a liaison to local jurisdictions and regional, state, federal, and non-government organizations within the state. Provide support during an emergency incident either within the Virginia Emergency Operations Center (VEOC), in a field assignment or in support recovery operations. Maintains 24/7/365 situational awareness throughout the state. Serves as an VFMA spokesperson if needed. The incumbent of this position will be required to recommend solutions and make decisions in high stress environments; interpret state and federal regulations; and adapt to fluctuations and changes in program activities. This position has a Virginia Emergency Support Team (VEST) assignment and is designated as essential personnel. Employees may be required to work during emergency situations, such as inclement weather and natural or man-made disasters/ events as directed. This may require irregular work hours, work at other than the official duty station, and may also include duties other than those specified in the employee's official Employee Work Profile/ job description. Minimum Qualifications * Considerable experience in the fields of fire inspection and code enforcement, fire investigation, code development and implementation are required. * Certification as a Fire Inspector II (NFPA 1031), Fire Investigator (NFPA 1033) and Fire Service Instructor I or higher is required. * Ability to lead and motivate a team; to include supervising, coordinating and overseeing the training of professional and technical staff. * Ability to direct planning, safety and field training activities; accurately assess training delivery and safety for both instructors and students. * Demonstrated knowledge and proficiency in all aspects of adult methods of instruction (to include curriculum development and testing. * Demonstrated ability to analyze and evaluate the effectiveness of training programs. * Ability to develop a program budget and manage expenditures. * Experience interpreting government polices/regulations from multiple sources with demonstrated ability to apply policy or regulation changes/revisions to manage programs and re-align program strategy as needed. * Experience demonstrating the ability to prioritize and manage multiple projects, requests for assistance, and competing tasks simultaneously while complying with established deadlines and schedules. * Experience demonstrating the ability to work independently to set objects, solve problems, and make decisions in a fast-paced and occasionally high-stressed environment. * Demonstrated emergency/disaster experience to include the ability to compile and analyze data from a wide range of sources; allocate resources effectively and efficiently; and monitor/direct activities for organizations at various levels of government, as well as private organizations, during emergencies/disasters. * Considerable skills in the use of computers - Microsoft Office, Google Suite and associated software * Excellent interpersonal, verbal and written communication skills with all levels of staff, general public and public officials. * Proven ability to build rapport, consensus and collaboration among diverse public safety professionals and various stakeholders. Licensure/Certification: Certification as a Law Enforcement Officer in accordance with COV §9.1-101 or as a Fire Marshal with police powers in accordance with COV §27-34.2:1 is preferred. Emergency Vehicle Operations Course (EVOC) or the ability to complete the course within the first month of hire is preferred.
