Overview AIR is currently seeking a Health Policy Operations Manager to join AIR's Health Division to lead project teams providing operations and policy support to the Center for Consumer Information and Insurance Oversight (CCIIO) Marketplace Plan Management Group, which is responsible for the annual certification of Qualified Health Plans (QHP) offered on the Marketplace exchange. The ideal candidate will enjoy applying health policy knowledge in leading operational support tasks, such as certification reviews, and be dedicated to supporting policy research efforts to advance access to quality, equitable, and affordable care for consumers. The selected candidate will lead operational support teams in assessing QHP compliance with certification review requirements related to topics such as interoperability and network adequacy, for example, and help support project management coordination across teams. Candidates hired for the position may work remotely within the United States (U.S.) or from one of our U.S. office locations. This does not include U.S. territories. Responsibilities The responsibilities for the position include: * Leading small to medium size project teams. * Developing customized client-ready documents including options papers and data analysis summary results. * Reviewing client deliverables and work products to ensure quality and consistency of content. * Conducting status update meetings with clients and building client relationships. * Anticipating client needs and project risks. * Conducting literature reviews of technical and professional publications. * Write, compile, and edit assigned portions of business development proposals. * Review work products to ensure quality and consistency of content. Qualifications Education, Knowledge, and Experience: * Master's degree in health administration, MPP, MBA or MPA (with health-related focus/concentrations) with a minimum 7 years of relevant experience or PhD with a minimum of 3 years of relevant experience. * Demonstrated experience as a project manager projects and teams. * Knowledge of health care policy topics, such as the Affordable Care Act (ACA), health insurance Exchanges, network adequacy, interoperability, and/or health care quality initiatives. * Business development proposal and client report preparation experience. * Experience with qualitative and quantitative research methods is preferred but not required. * Familiarity with Agile and Lean Six Sigma models is preferred but not required. * Knowledge of the annual Marketplace qualified health plan (QHP) certification process and operations is preferred but not required. Skills: * Demonstrated ability to engage with clients and proactively anticipate project support needs. * Demonstrated ability to lead large scale projects and successfully manage shifting priorities. * Demonstrated ability to take initiative to identify and plan for risk. * Demonstrated commitment to mentoring staff and ongoing professional development. * Demonstrated ability to communicate complex technical material. * Strong attention to detail and commitment to producing error free client deliverables. * Excellent project management and communication skills with the ability to work efficiently in a virtual work environment. AIR's Total Rewards Program, is designed to reward our staff competitively and motivate them to achieve our critical mission. This position offers an anticipated annual salary of $115,000 - $145,000. Salary offers are made based on internal equity within the institution and external equity with competitive markets.
