The Department of Family and Protective Services (DFPS) Director III - Executive Advisor performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning under the direction of the DFPS Director of Strategic Operations. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; and coordinating and evaluating program activities and/or business functions. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Job Functions: Directs program activities and/or business functions within a department or division. * Performs a broad range of functions in support of the DFPS Commissioner, including coordinating special projects and providing consultation on various complex issues. * Directs planning, implementation, coordination, and evaluation of division operations by establishing leadership guidance. * Responsible for being subject matter expert and develops strategies for effective management and improvement of division operation. * Plans and coordinates the operations supporting the Commissioner and the agency. * Directs key projects and initiatives on behalf of the Commissioner and the Director of Strategic Operations. Oversees the collection, organization, analysis, and preparation of reports. * Develop reports for various levels of stakeholders in support of the division. * Oversees collaboration with agency programs for reporting and data to develop data reporting strategies and support agency program analysis. * Consults with leadership, agency staff and external entities to gather information, ascertain needs, and develop recommendations for the Commissioner and the Director of Strategic Operations. Develops and implements techniques for evaluating program activities and/or business functions within a department or division; and identifies need for changes. * Provides management and coordination of diverse projects and assignments, organizing work sessions, providing project management, and coordinating responses to internal and external stakeholders. * Establishes or refines processes within the team to ensure continuity of operational support for the Commissioner and the Director of Strategic Operations. * Utilizes information from program areas, division staff and DFPS executive leadership to assess and identify needs for improvement and determine actions to address issues and barriers. Develops and establishes goals and objectives consistent with the agency's strategic plan. * Aligns work and goals to the division strategic goals, which support the agency's strategic mission. * Provides leadership, strategic direction, and planning for division and coordinates with agency leadership to implement program policies and achieve goals. Develops policies, procedures, and guidelines; and monitors compliance. * Makes recommendations, develops, and implements policies, procedures, and standards for the agency on behalf of the Commissioner and the Director of Strategic Operations. * Guides implementation and policies for division that improve agency operations as directed by the Commissioner and the Director of Strategic Operations. * Influences standards within division policy to aid in decision making and improving agency outcomes. * Escalate review and finalization of standards/practices defines, especially as it may impact the agency data policy and monitors compliance, making changes as needed. * Implements practice and policy changes without disruption to department services. Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities. * Performs research, analyzes policies, identifies risks and opportunities, and evaluates business and management practices to assist with legislative and fiscal matters and operational issues. * Leverages available tools and data to plan, develop, and approve schedules, priorities, and standards for achieving division and agency goals as directed by the Commissioner and the Director of Strategic Operations. * Directs evaluation activities to ensure division and agency goals meet or exceed expectations on behalf of the Commissioner and the Director of Strategic Operations. * Directs the quality assurance and performance development functions by establishing priorities, standards, and measurement tools for determining progress in meeting division goals. Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees. * Develops innovative solutions to complex problems and interacts routinely with agency leadership and staff, various community organizations, other state agencies and elected officials on behalf of the Commissioner, the Director of Strategic Operations, and/or the agency * Represents the agency as necessary in meetings, legislative sessions, conferences, boards, or other equivalent committees. * Serves as a liaison and subject matter expert to internal and external entities and stakeholders. * Develops, establishes, and facilitates intra-agency and external workgroups, meetings, teams, and committees to support division operations and programs. Reviews and approves management, productivity, and financial reports and studies. * Oversees the collection, organization, analysis, and preparation of information and reports for the Commissioner, the Director of Strategic Operations, and/or agency leadership. * Reviews and evaluates the impact of proposed federal and state legislation on policies and procedures relating to state office and agency program reports and studies. Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance. * Oversees and coordinates special projects and operations on behalf of the Commissioner and the Director of Strategic Operations. * Review internal audits, and research studies in support of to provide guidance on operations that promotes efficient and effective delivery of services. May develop and oversee the implementation of long-range and short-term plans. * Supports resolution of complex plans, applying creativity and innovation to keep practices current and modern, and exercising independent judgment to meet long-range and short-term plans. * Ensures success of data-related projects within DFPS by implementing long-range and short-range plans for the agency to track, analyze and understand to support agency leadership in improving outcomes. Performs related work as assigned. Knowledge Skills Abilities: Knowledge of local, state, and federal laws and regulations relevant to program activities and DFPS business functions. Skill in establishing plans and setting objectives and goals that support an overall business strategy. Registration or Licensure Requirements: Not applicable. Initial Selection Criteria: Experience in the management and direction of a program relevant to the assignment. Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.
