Job Description This position is open to Alaskan Residents only. Please check out the residency definition to determine if you qualify. Effective July 1, 2024 the wage for this position increased by 5%. The wage listed in this job posting reflects the increase. What you will be doing: This position leads a team responsible for maintaining and improving the DOH Division of Public Assistance's Eligibility Information System (EIS). Key responsibilities include: * Supervision of the EIS BA team, comprised of four flexibly staffed Analyst Programmer 1,2,3,4 positions * Provide leadership and mentoring to EIS BA team. Work closely with DPA management to troubleshoot issues and find strategies for implementing policy and processes. * Design and develop strategies to implement new projects and maintain the current application. * Work with the ARIES team to help with the transition of functionality from EIS to ARIES. * Work closely with stakeholders to define project requirements and policy and process changes. Who we are looking for: We are looking for a highly motivated and dynamic individual who will lead a team of Analyst Programmers in developing, deploying and maintaining information systems to help improve the quality of life for Alaskans. The successful candidate will demonstrate: * Knowledge of hardware and software of appropriate systems, employee relations and effective leadership techniques, and personnel management. * The Ability to lead a team of interdisciplinary personnel; speak and write effectively; train subordinates and evaluate progress of technical training and accomplishment; work effectively with others * Knowledge of current computer industry technology and practices, software programming, principles and advanced techniques of systems analysis, computer programming and design, and computer operations. This is equivalent to an Analyst/Programmer 4 with the State of Alaska. Two years of experience must have been in a business application, scientific application, microcomputer or computer information management support specialty. The specialized experience may be gained concurrently. Substitution: A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience in a specialty area. There is no substitute for the systems analysis and design or project leadership experience. Special Note: An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.
