JOB SUMMARY The Office of the Bursar is seeking applicants for the position of Billing Manager. Under the general direction of the Associate Bursar, this position manages the unique function of administering the creation and maintenance of student billing for all University of Connecticut students, including UConn Health, in accordance with applicable procedures, statutes, regulations, and policies. The Billing Manager also leads and supervises the Student Billing team within the Office of the Bursar. DUTIES AND RESPONSIBILITIES Include but are not limited to: * Supervises and ensures accurate maintenance of all student billing setup for tuition, mandatory fees, program fees, and tuition waivers in the student administration system for the entire University student population including Storrs, Regional campuses, Law School, School of Social Work, and UConn Health in compliance with established University policies and procedures, Board of Trustee approved tuition schedules, and State statutes. * Independently designs and determines the most effective billing structures for newly approved or changed academic programs using various parameters in the student administration system, such as career, academic plan, academic program, student groups, and other criteria triggers. * Provide recommendations for new and existing billing policies to the Associate Bursar and University Bursar. * Directly supervises and directs the day-to-day work of the Student Billing team and completes staff performance evaluations. * Independently troubleshoots and implements creative billing setup solutions in the student administration system to resolve billing structure issues. * Responsible for approval and accuracy of manual billing and/or manual adjustments to billing in accordance with established University and/or Office of the Bursar guidelines and procedures. * Develops reports to monitor the accuracy of billing by identifying accounts of concern. * Serves as the primary resource to the University community regarding the student administration system billing capabilities and billing policy interpretation. * Serves as the principal source of information about all University student billing records. * Prepares billing schedules, queries, and reports to pull billing-related data as requested. * Oversees the issuance of official University documents such as fee bills and third-party invoices by Student Billing staff. MINIMUM QUALIFICATIONS * Bachelor's degree in business, accounting, or related field and four to five years related professional experience. An equivalent combination of education and/or experience may be substituted for the degree and years requirement. * Ability to lead and supervise staff. * Demonstrated ability to learn and troubleshoot new software systems. * Ability to read, analyze, and implement regulatory policy and related procedures. * Demonstrated excellent communication, interpersonal, and organizational skills. * Demonstrated ability to independently analyze administrative and operational issues, draw conclusions, and present such conclusions effectively to senior management. PREFERRED QUALIFICATIONS * Master's degree in a related field. * Demonstrated experience in a regulatory environment. * Experience managing staff. * Experience working with PeopleSoft Student Financials and Microsoft Office products. * Previous experience in a university or college setting.
