Title: Workforce Services Office Manager State Role Title: Program Administration Manager II / 19215 Hiring Range: $56,650 - $71,703 annually Pay Band: 5 Agency: Department of Workforce Development and Advancement Location: TURNER ROAD Agency Website: https://virginiaworks.gov Recruitment Type: General Public - G Job Duties Plans and directs the delivery of workforce service (WS) programs and services for the designated America's Job Center location. Manages the daily office activities related to program, resource and performance management; professional development; operations; customer service and relations; IT and database management; employer outreach and job services; and mandatory reporting. Oversees and ensures implementation of the goals and objectives of the WS Division, which strategically focuses on helping Virginia's employers connect with the workers they need to do business. As a key liaison to the business community, promotes agency services and programs; conducts employer outreach and training; makes presentations; serves on committees and/or boards; and participates in promotional and educational events. Minimum Qualifications Comprehensive knowledge of employment security issues related to the Virginia Unemployment Compensation, Wagner-Peyser, and Workforce Innovation and Opportunity Acts; the business community, government operations, and organizational structure of the service area; and workforce policies, procedures and service delivery models. Strong leadership, administrative, strategic planning, quality assurance, oral and written communication, and computer skills (e.g., databases and Microsoft Office Professional or similar product). Ability to manage daily operations of the local office; establish and maintain strong working relationships with various parties; manage staff and complex programs; conduct research and training; implement staff development and program objectives; collect, analyze and report data; assess and evaluate program performance, make recommendations, and implement changes; and manage assigned administrative functions (e.g., budget, facilities, IT, HR and procurement). Additional Considerations Considerable experience working with job service programs. Possession of valid driver's license as significant statewide travel will be needed to manage multiple locations. Progressive responsible experience managing Virginia Works related programs (job services and/or unemployment insurance) and administrative programs and staff. Certified Workforce Development Professional (CWDP) or related certification.
