This position is located in Baton Rouge, LA Office of Operations - Federal Support & Grantee Relations Division Job Focus Area This position is responsible for oversight of all aspects of the special education monitoring under the Individuals with Disabilities Education Act. This position provides leadership to a section of professional staff and serves in a supervisory role as it relates to communicating, developing, implementing, and evaluating monitoring procedures as it relates to the state's General Supervision and Oversight responsibilities at 300.600 of the Individuals Disabilities Education Act (IDEA). This position will require a strong working knowledge of the federal and state laws as they relate to the continuum of services to students with disabilities. Additionally, this person will serve as the lead worker for any special IDEA projects: fiscal audits, single audits, grants, and State Performance Reports. The activities in this job description are in support of the cost objectives related to support services portion of Part B of the Individuals with Disabilities Education Act. The IDEA supervisor will lead a section of monitoring staff in the Division of Statewide Monitoring. Must have extensive knowledge of IDEA state and federal laws, policies, and in-depth understanding of procedural compliance. The candidate must work well with people, pay attention to detail, be organized, have excellent time management and communication skills. Candidates with the following skills and experience are encouraged to apply: Certification and/or advanced degree in special education, extensive monitoring experience, supervisory or leadership skills in managing projects, experience with federal program state and federal audits, familiar with OSEP federally performance and compliance indicators and reporting requirements.   No Civil Service test score or assessment is required to be considered for this vacancy. * Note regarding the advertised pay range: The Education Consultant series have a special entrance rate that is above the minimum hire rate for these positions. MINIMUM QUALIFICATIONS: Any of the following will qualify:   1. A baccalaureate degree plus six years of professional level experience in teaching or education; or in a public or private sector setting.   2. A master's degree plus five years of professional level experience in teaching or education; or in a public or private sector setting.   3. A master's degree in education plus four years of professional level experience in teaching or education; or in a public or private sector setting.   SUBSTITUTIONS: A master's degree plus thirty graduate hours will substitute for one year of the required experience.   An Educational Specialist Degree will substitute for one year of the required experience.   A Ph.D. or Ed. Other locations may be approved by SCS.   JOB DISTINCTIONS: Differs from the Education Consultant 4 by the presence of direct line supervision over lower-level Education Consultants and other related staff.   Differs from the Education Deputy Advisor by the absence of serving as the deputy to a cabinet level unclassified executive. NOT ALL POSSIBLE TASKS ARE INCLUDED.   Approves the development, revision, implementation, and evaluation of current and long-range plans, rules, regulations, guidelines, and policies for multiple statewide programs in accordance with federal or state laws and policies.   Approves the design, development, and implementation of innovative educational programs and research projects on the basis of national and state reports, trends, economic conditions, future needs, educational research findings, and state and federal legislative or policy developments.   Recruits, interviews, and recommends approval for hiring personnel and evaluates performance of personnel.   Approves budgetary reports, records, and activities, ensuring adherence to federal, state, and other regulations, policies, and procedures for budgetary control and authorizes the allocation and expenditure of state, federal, and other funds to eligible recipients for implementation of all programs. Testifies before state and national legislative committees and state, regional, and national hearings, including the state legislature and State Board of Elementary and Secondary Education on behalf of the department/division relative to identified educational issues.   Advises the unclassified division director of specific issues related to division programs and the progress of programs in meeting established goals and objectives and obtains concurrence on policy and procedure approvals or to advise local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws and regulations, and answers questions and assists in the resolution of education problems.   Make recommendations to the division director regarding mandated and discretionary programs and budgetary or personnel matters.   Researches educational issues, federal and state laws, and state Board of Elementary and Secondary Education (BESE) policies to develop proposed legislation impacting education.   Represents the division director on key departmental committees working on departmental policies, discipline, accountability, technology, as well as interoffice matters.   Coordinates state and federal educational program activities of several units within and outside the division on a project basis.   Develops and recommends to the division director programmatic policy directives and procedural guidelines to local educational authorities.   Directs the administration or implementation of major elements of the state's reform model, including areas such as curriculum, assessment, or accountability components.   Coordinates the design, development, and piloting of education reform programs and research projects.
