About the Position Dexis is presently implementing a three-year contract with a one-year option to implement the USAID/Timor-Leste Accountability and Integrity Mechanism (AIM), a project designed to strengthen Timor-Leste's accountability ecosystem and advance the Government of Timor-Leste's (GOTL) anti-corruption reforms, including the GOTL's new Anti-Corruption Law and good governance targets set within Timor-Leste's Strategic Development Plan (2011 - 2030).  The USAID/Timor-Leste AIM project forms part of USAID's new generation of democracy support in Timor-Leste and aims to bolster key institutions, to include governmental, parliamentary and civil society actors, to improve the ability of Timor-Leste's democratic system to deliver "an inclusive, prosperous, and healthy Timor-Leste" for its young and growing population.  Accordingly, Dexis will work with civil society, the government, and parliament of Timor-Leste to strengthen the strategic, institutional, communications, and coordination capacity of key accountability institutions, especially the Anti-Corruption Commission, the Office of the Ombudsman for Human Rights and Justice, the Audit Chamber and the Civil Service Commission. Stronger institutional independence of these oversight agencies and civil society organizations coupled with the development of sound legislative and governmental policy will ensure that citizens are empowered and can hold government accountable, thus leading to more inclusive and sustainable economic development. One of the elements of a national anti-corruption strategy is the ability of state accountability institutions to measure progress and results of key anti-corruption and good governance initiatives from the perspective of the community. In this regard, citizens perception surveys are important tools to gather feedback and opinion from the general public on various aspects of public services, government policies and overall governance. These surveys aim to assess the public's perception of government effectiveness, transparency, accountability and identify areas of improvement of public policy based on citizen's feedback. When properly designed and deployed, citizens perception surveys provide important information to measure success of good governance and anti-corruption efforts from perspectives of citizens, and equally important, provide data and information that can inform course adjustments to ongoing programs to ensure success. In this regard, AIM will support the CAC and the PDHJ to build institutional and staff capacity to design effective perception surveys to gather feedback and the opinion of citizens on levels of corruption, actual experience of corruption, quality and availability of various government services, success of various good governance programs and other areas of the public administration. The results of these surveys, including the analysis and recommendations, will constitute a valuable resource to measure progress of government good governance initiatives as well as inform the drafting of robust and responsive public policies. In phase 1 of this activity, AIM proposes the engagement of a senior international short-term technical consultant with practical experience supervising the design and implementation of citizens perception surveys in a similar context to Timor-Leste, especially in ASEAN countries such as Indonesia, Philippines or Malaysia, to deliver an interactive learning and training activity that will provide an introduction to theoretical and practical aspects of designing and implementing citizens perception surveys. Indicative topics of this training include qualitative vs. quantitative research materials, population sample, sampling techniques, social survey materials, quality control and other introductory topics. To be included in the training agenda is a practical exercise and simulation where the participants will be able to design and conduct an actual perception survey on good governance or anti-corruption issues of their choice. The proposed training event will serve as an introductory kick-start session and a foundation to build a program to develop longer-term capacity to design and implement citizens perception survey in Timor-Leste. The capacity-building program, once fully implemented, is expected to equip staff of CAC and PDHJ with sufficient capacity to implement the key steps of the process as follows: survey design, sampling methodology data collection, data analysis, report generation, dissemination and feedback. AIM seeks a Perception Survey Capacity-Building Specialist, a senior short-term international consultant, for an initial 10 days LOE with practical experience facilitating, managing, contributing or supervising the conduct of trainings for government and CSO staff to design and implement perception surveys involving good governance and ant-corruption issues and concerns from a Timor-Leste perspective. Responsibilities The Perception Survey Capacity-Building Specialist will coordinate with AIM technical staff, CAC, PDHJ, AJTL, and other relevant stakeholders and partners to support the delivery of a training for senior staff of CAC, PFHJ and selected journalists and senior staff of CSO partners to develop capacity to conduct perception surveys involving good governance and anti-corruption issues and concerns from a Timor-Leste perspective. Duties will include: * To work with CAC, PDHJ, AJTL and relevant CSO partners to deliver a specialized training for CAC and PDHJ senior staff, selected journalists and senior staff of a CSO partner to build capacity to design and implement of citizens perception surveys with a focus on anti-corruption and good governance issues from a Timor-Leste perspective. * To prepare a training workplan to build higher level skills and sustain the effort to build capacity to conduct citizens perception surveys on various good governance and anti-corruption issues. * Perform such other duties and functions as may be assigned by AIM COP or DCOP. Qualifications * Relevant university education in public administration, public policy, social sciences, management, and other relevant fields (or 10 years of professional experience plus an advanced degree in a required technical area). * Experience in designing and implementing citizens perception surveys involving good governance and anti-corruption issues for at least 5 years, preferably for projects funded by USAID or other international donor. * Practical engagement with government institutions for relevant work, or practical work experience that demonstrates applied knowledge and skills in the areas covered by this TOR. * Proven initiative and ability to work independently. * Meticulous attention to detail. * Innovative thinker with results-oriented approach and working style. * Ability to work under pressure and collaboratively with counterparts and colleagues. * With good speaking and writing skills in English, oral and written command of Tetum or Bahasa Indonesia languages will be an advantage. Preferred Qualifications * Data visualization skills. * Knowledge of monitoring, evaluation, and learning policies and procedures. * Familiarity with anti-corruption or good governance work.
