JOB POSTING The City of Springdale is currently accepting applications for the position of PLANNER II - ARTS AND CULTURAL. Interested persons should submit an application to the Human Resources Department. This position will remain open until filled. The incumbent is tasked with planning, implementation, and evaluation of highly visible and complex City-wide Public Art policies and programs. The core responsibilities associated with the position include the construction coordination, management and promotion of public art collection, the coordination of large public cultural events and the permitting for all private events conducted within the City's public right-of way. Additionally, the position is responsible for budget preparation and monitoring, fee and revenue analysis, incorporation of economic development for best practices, grant writing, conducting research, preparing written and oral reports, administering contracts and agreements, managing projects, and acting as staff liaison to the Springdale Art Council. Qualified applicants Must have a Bachelor's Degree from an accredited college or university, with major coursework in art, art administration, business administration, planning or related field to demonstrate relevant knowledge. Two years of minimum experience administering programs and managing special events or projects related to art. The City of Springdale is an EOE and drug free workplace. JOB DESCRIPTION ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive 2. Through a Public Arts Steering Committee, appointed by the Mayor, work with identified stakeholder groups and citizens of interested parties to develop a Public Art Master Plan for presentation and approval by the City Council. 3. Provide guidance and staff support for the transition of the Public Art Steering Committee to a permanent Springdale Art Council. 4. Facilitate and implement public art projects in alignment with the Springdale Art Council and maintain accurate records of the Council's action, along with maintaining accurate records of various public art collections. 5. Develop and recommend annual work plans and expenditure plans for Art Council review. 6. Implement, coordinate and evaluate the Public Art Master Plan. 7. Prepare reports and related documents and develop and deliver presentations to governmental and advisory bodies including the City Council, the Art Council, other legislative bodies, City staff, associations, major employers, the public, and public interest groups 8. Represent the City to public and private organizations; educate and provide information and assistance to artists and arts groups, employers, schools, and legislative bodies; give presentations at public meetings/events 9. Manage agendas, work product of and serve as staff liaison to the Springdale Art Council. 10. Research and prepare grant applications; monitor awarded grants; and submit reports. 11. Research, provide recommendations, and develop procedural and policy revisions in regards to the art program; and draft ordinances 12. Select, supervise, train, and coordinate volunteers. 13. Oversee consultants related to special projects, artwork maintenance, and professional services. 14. Prepare and post Request for Qualification and Request for Proposals for public art projects. 15. Review and evaluate developer proposals for on-site public art against City codes, policies and regulations. 16. Monitor public art and similar installations through site visits, communicating with artists, and inspect, install, and remove artwork. 17. Prepare, update and distribute materials regarding requirements for the Public Art in Private Development and communicate with developers, architects, and contractors. 18.Maintain an awareness of business and community needs as they relate to public art and special events. 19.Oversee and participate in the creation, production, and dissemination of press releases, postcards and other event collateral, and website management. 20. Ensure broad participation of stakeholders in formulating project ideas and plans, and robust community engagement in projects. 21. Prepare, manage, and evaluate professional service agreements, as needed, and any agreements pertaining to artwork loans, donations, leases, licenses related to the Public Art Program. 22. Lead city-wide policy, financing, and coordination meetings related to city-wide special event permits with other City departments, applicants, businesses, and public interest groups. 23. Participate in the planning, coordination, and production of city-wide public and visitor events produced by the, Shiloh Museum, Downtown Springdale Alliance Springdale Public Library, the Medium, Arts One Presents. Holcomb Arts District, and other art and cultural organizations. 24. Process invoices, contracts, and agreements, including submitting payment requests. 25.Perform other duties as required or assigned. SUPERVISION RESPONSIBILITIES None Indicated. EDUCATION AND EXPERIENCE Must have a Bachelor's Degree from an accredited college or university, with major coursework in art, art administration, business administration, planning or related field to demonstrate relevant knowledge. Two years of minimum experience administering programs and managing special events or projects related to art. CERTIFICATES, LICENSES, REGISTRATIONS Must have a valid Arkansas driver's license; AICP Certification preferred. PUBLIC CONTACT Regular contacts with vendors, public agencies, and outside representatives. EMPLOYEE CONTACT Regular contacts within the department and with other city departments as needed. USE OF EQUIPMENT AND/OR COMPUTERS Must be proficient in the use of a personal computer, Microsoft Office Suite, ESRI, ARC GIS, Bluebeam software, online meeting platforms and standard office equipment; must be able to operate and maintain city-owned vehicle(s). OTHER SKILLS AND ABILITIES Ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects. Must have ability to establish and maintain effective working relationships with management and staff. Demonstrate the ability to exercise sound judgment and take responsible actions as a city representative during contact with the public, elected and appointed officials, developers and other City employees. Effectively plan, coordinate and evaluate the work of a program; read, analyze, interpret, and explain complex laws, rules, and regulations and make sound recommendations; communicate effectively in one-to-one and public speaking situations and with the media; address and mediate conflicts between people or within groups; translate goals into workable programs, plan and manage the implementation of projects; communicate clearly and concisely orally and in writing; facilitate meetings and speak effectively in public; negotiate effectively with artists, developers, and businesses to resolve problems and conflicts; gather and analyze a variety of complex data; prepare and monitor contracts and budgets; understand the organization and operation of the City and of outside agencies; produce written documents using proper punctuation, grammar and spelling; communicate face to face, in groups and at meetings; use a computer keyboard to input and retrieve data. Must have ability to read various types of maps/plans and have strong writing skills. Must wear helmet, safety glasses, safety boots, and any other OSHA mandated PPE as required. Must have knowledge of the principles and practices of art administration and the field of public art, arts program planning, funding, development and implementation, public art project management, grant writing, contract, program management, public event planning and production, relevant federal, state and local laws, ordinances and policies, modern office procedures and practices, basic business arithmetic, correct punctuation, spelling and grammatical usage, budgeting and data processing systems similar to the ones used by the City of Springdale; administrative methods and techniques; research techniques, sources of information and methods of report presentation.
