The salary range for this position is $66,108.00 - $ 87,936.00 annually. Thurston County Public Works is recruiting for an Environmental Coordinator to join our dynamic, energetic, and innovative team. The successful candidate will have experience managing and providing oversight on environmental issues related to public construction and maintenance project activities. The candidate should demonstrate knowledge of environmental permitting and regulatory requirements as well as be able to advise on procedures to mitigate the environmental impact of projects. Essential functions may include, but are not limited to, the following: * Completes applications for environmental permits for construction projects and responds to questions or changes requested by permitting agencies. * Prepares SEPA checklists and compiles environmental assessments. * Identifies wetlands areas impacted by construction projects and prepares mitigation plans and plant enhancement plans. Conducts on-going monitoring of construction sites as required by various permit processes and prepares written reports required by regulatory agencies. * Identifies construction sites that are in noncompliance of mitigation requirements. Advises staff on re-vegetation and mitigation of sites to conform with requirements. Works with the outside agencies who are monitoring mitigation impacts. * Prepares applications for grant funding for environmentally related projects and assists in program development for grant funded projects. * May be assigned to act as project lead for special projects, such as salmon enhancement projects, which require coordination of work efforts with other County departments or outside agencies. Qualifications: * Bachelor's degree in Environmental Science, Earth Science, Biology, Environmental Planning, or a closely related area. * One year of professional level environmental review experience which includes responsibility for performing site inspections and giving information and assistance to the public. * Ability to utilize the personal computer and related software packages to perform word processing, information retrieval and tracking. * A valid Washington State Driver's License. Desired Skills: * Knowledge of State Environmental Policy Act (SEPA), shoreline requirements and environmental laws. * Experience in wetland mitigation, salmon ecology, and stream rehabilitation/mitigation for fish habitat. * Ability to conduct effective research and evaluate complex data to prepare clear and concise written and oral reports. * Ability to read and interpret plans, specifications, maps, and engineering drawings. * Ability to read, interpret, and apply work related codes, ordinances, legal property descriptions, and other regulations and guidelines. * Knowledge of local government and political decision-making processes. * Ability to develop and write plans based on an analysis of data and ongoing citizen and agency input. * Ability to communicate effectively with individuals and groups regarding complex or controversial planning policies or regulations. * Ability to establish and maintain effective working relations with other staff, property owners, developers, contractors, public officials, the general public, and representatives of other agencies.
