Description The City of Roanoke is seeking a Facilities Foreman skilled in multiple trades, including Structural, Electrical, Plumbing, HVAC, and Welding. In this role, you will supervise and actively participate in a crew responsible for skilled maintenance and construction activities across various city facilities. You will ensure that all work complies with relevant rules, regulations, guidelines, and safety procedures. In addition to supervisory duties, you will assist your supervisor with tasks such as creating layout sketches, preparing material lists, and estimating project timelines. Experience in calculating ROI and creating proposals is also valuable, especially for those projects involving budget considerations. This position may require operating heavy and light equipment during snow removal, special events, and other emergency situations. Flexibility is essential, as some tasks may need to be performed during nights, weekends, or holidays. We are looking for someone with strong leadership skills, attention to detail, and the ability to manage multiple tasks efficiently. A high school diploma or equivalent is required, and certifications or licenses in relevant trades are preferred. Prior experience in a similar role is highly desirable. Examples of Duties Structural Division (Carpentry/Building Envelope/Roofer) Cleans, services, repairs, and replaces roofs, windows, doors, siding, flashing and gutters on City of Roanoke owned buildings. Ability to develop a database to catalog and maintain information on all City of Roanoke roofs, buildings and structures in order for field maintenance scheduling and replacement needs Works as rough/finish carpenter, framing walls, installing drywall, installing ceramic tile, installing carpet, pouring and finishing concrete, installing windows, doors, blinds, siding, and have the ability to construct, repair office furniture on all city owned buildings, and demolition of structures. Ability to read blue prints; Studies plans, drawings, specifications, and work orders to determine work requirement and sequence of repairs and/or installations. Able to work in a team environment; Able to follow detailed instructions; Inspects work in progress to ensure conformance with instructions; requires flexibility in work assignments; Maintains accurate log sheets and checklists. High school diploma or general education degree (GED), experience with all Microsoft Office applications and three to five years of experience and/or training in the trades area assigned or equivalent combination of education and experience VA driver's license required. Typical Qualifications ESSENTIAL DUTIES AND RESPONSIBILITIES May include the following depending on area of assignment Assigns and supervises the work of maintenance workers and technicians Receives detailed instruction and works closely with a supervisor Inspects work in progress to assure conformance with instructions Requisitions necessary equipment and materials Maintains time and material records, prepares simple reports and knowledge of a work order system Performs or assists in performing more difficult or skilled tasks Performs minor repair of buildings, doors, windows and floors, locks, cabinets, and similar items Coordinates with other department operational and technical personnel in the performance of assigned tasks Coordinates with and advises the public on daily or emergency functions Performs trades work in multiple assigned areas at a Master level such as welding, carpentry, HVAC, electrical, and plumbing Operates heavy and light equipment during snow removal, special events, and other emergency tasks, including some nights, weekends, and holidays when needed Knowledge of pertinent rules and regulations, guidelines, safety orders, departmental operating procedures and safety regulations sufficient to insure that work is performed in compliance with applicable law. Enforces and reviews sound safety and housekeeping practices Follows established safety rules/procedures; avoid known hazards in the work environment Places avoidance of injury or property damage above all other job requirements May be required to wear some type of respiratory protection in the performance of their duties May be required to take classes or training to enhance job performance Will be required to operate out of a bucket truck, training will be provided if needed Other duties may be assigned Operations Manager Job Duties: * Oversee and assist with the set-up of events including, but not limited to: basketball court, ice rink, concert stages and convention set up; coordinate facility arrangements with concessionaires and vendors; direct and monitor the work of contractors. * Maintain, cut and treat the ice when in season. This includes all aspects of making and taking ice out as well as daily maintenance and driving Olympia and Zamboni ice resurfacing machines during ice events. * Select, train, motivate and evaluate staff; Provide or coordinate staff training; Work with employees to correct deficiencies; implement discipline and termination procedure; schedule and monitor employees' hours; manage payroll of personnel under functional jurisdiction * Plan, direct, coordinate, and review the work plan for operations personnel; assign work activities, projects and programs; monitor work flow; inspect work product of subordinates to ensure accuracy and timeliness of completion; meet with staff to review and evaluate work products, methods and procedures and to identify and resolve challenges. * Daily, weekly and monthly walk thru inspections: Walk all areas of the building to ensure all equipment is stored appropriately and venue is "clean." * Work closely with maintenance staff to identify any building issues and get repaired in a timely manner. * Work closely with Event Managers to ensure all event set up is done correctly and timely * Closely track department expenses and ensure we stay within budget; keep track of all large unbudgeted expenses that come up; participate in the development and administration of the Operations budget; order supplies and materials and approve expenditures. * Keep accurate and current inventory of all building equipment. * Ensure compliance with the departmental standards and reporting requirements; assist in managing the facility's use of the Micromain software application. * Operate a wide variety of equipment including vans, pick-up trucks, forklifts, high-lifts, floor Olympia ice resurfacer and other vehicles as required. * Maintain storage areas and equipment in designated areas in a neat and orderly manner. * Maintain knowledge of and ensure compliance with relevant federal, state and local regulations. * As directed, conduct a variety of industry related operational studies; recommend modifications to programs, policies, and procedures as appropriate; implement approved modifications. * Attend internal meetings representing the Operations Department. * Special Assignments or projects as requested. * Other duties may be assigned SUPERVISORY RESPONSIBILITIES May supervise a work crew in maintenance and construction operations within assigned department Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Ability to communicate effectively orally and in writing REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations CERTIFICATES, LICENSES, REGISTRATIONS Requires possession of a valid driver's permit issued by the Commonwealth of Virginia, depending on area of assignment, may require possession of a valid Class A, B or C commercial driver's license. Requires a minimum of a Journeyman Plumber Certification, he/she will be provide ample time to obtain a Virginia State Master Plumber Certification; Backflow Certification preferred, if the candidate doesn't have this certification he/she will be provided ample time to obtain a Virginia State Backflow. Requires a minimum of a Journeyman Virginia Electrical Certification, he/she will be provided ample time to obtain a Virginia State Master Electrician Certification PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
