Under general direction, manages multiple work units and supervises unit supervisor and budget staff: assists Senior Financial Manager in planning, directing and coordinating budget and fiscal activities for Ohio Department of Children and Youth (DCY) (e.g., develops, recommends and evaluates agency budgetary and fiscal management and control policies, procedures, performance metrics, goals and objectives); directs the analysis and review of subsidy and administrative budgets for all assigned programs (e.g. Medicaid; Temporary Assistance for Needy Families [TANF]; Family and Children Services; Early Childhood Education); coordinates all fiscal and program activities related to development, submission and monitoring of agency's biennial budget; supervises and/ or calculates caseload administrative and subsidy projections; develops projection models for agency's administrative budget, caseload driven programs and other program subsidies. Coordinate and submit the biennial budget for DCY using the Budget Enterprise Application (BEA); review and approve requisitions in the OhioBuys application; directs and coordinates requests to move appropriation and allotment of biennial budget through Ohio Administrative Knowledge System (OAKS); prepares controlling board requests to adjust department appropriation authority; creates new funds; transfers operating appropriations between lines and fiscal years; plans, directs and coordinates monthly disbursements estimates for each state fiscal year; works with budget and program staff to identify and explain variances between actual and estimated expenditures. Reviews and estimates impact of legislative proposals in Office of Budget and Management (OBM), Ohio General Assembly and Legislative Services Commission to coordinate, analyze and monitor DCY budget; reviews all legislative activities with a budgetary impact; reviews pending legislation for impact on DCY and/or local agencies associated with DCY; develops cost analysis of legislative proposals. Supervises assigned staff (e.g., makes recommendations for hire of staff; assigns work and provides direction; reviews work and provides feedback; establishes goals and monitors and evaluates performance; encourages staff development; approves/disapproves Leave; conducts staff meetings; recommends disciplinary action). Develops quarterly Status Report on all line items to be shared with executive staff; reviews all budgetary activity related to federal grants on an on-going basis; plans, directs and coordinates submission of budget estimates to federal government; analyzes impact of federal regulations on DCY and DCY budget along with appropriate budget and agency staff; acts in absence of Bureau Chief on budget related matters. Performs other related duties as assigned: (e.g., attends professional meetings and training courses, studies appropriate journals, publications, and special reports for professional growth; completes special projects as needed. (e.g., conference planning, department team activities), operates Microsoft applications to develop reports and spreadsheets, maintains records, logs and files). 66 mos. exp. or 66 mos. trg. financial administration. * Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 42 mos. exp. or 42 mos. trg. in financial administration. * Or completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration. * Or 12 mos. exp. as Financial Program Manager, 66585. * Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
