The City of Norfolk's Office of Resilience is seeking an innovative and results oriented professional to serve as the Nonstructural Program Manager.  This position plays a critical role in managing the City's nonstructural program for the Coastal Storm Risk Management project, a partnership between the City of Norfolk and the U.S. Army Corps of Engineers (USACE).   The City of Norfolk's Office of Resilience implements strategies and projects that address the shocks and stressors threatening Norfolk's livelihood and economy in the face of rising seas and increased climate vulnerability. Norfolk must adapt to the changes necessary to ensure its resilience.  The incumbent will be responsible for the implementation of governing federal and state regulations, as well as the City's coastal resiliency initiatives to design a coastal community with infrastructure solutions that respond to both current and future risk. Department Hiring Salary Range: $88,508 - $101,784 Essential functions include but are not limited to: * Policy analysis and development as the City works with USACE on all the program compliance aspects. * Procurement experience to develop Terms and Conditions that protect the citizens and the city. * Construction management of floodproofing projects including home elevations, basement fills and wet floodproofing. * Engagement with Community residents and officials to provide program updates and collaborate in dispute resolution. * Analyses and develops policy documents that will govern the development and implementation of Norfolk's Nonstructural program. * Manages and leads the design process by planning schedules and budgets, implements approved construction programs, coordinates design work with other city departments and outside agencies, and community representatives approves drawings and specifications prepared by consultants for rehabilitation and construction projects. * Manages construction and rehabilitation document preparation by preparing specifications for bidding and construction purposes, monitors the production of architectural and engineering drawings, and calculates cost estimates. * Oversees contract development, including procuring services of architectural and engineering firms as well as General Contractors, negotiates, prepares and manages consultant contracts, reviews and approves invoices for design services, prepares amendments to contracts and monitors consultants for adherence to the schedule and budget. * Manages the construction administration of selected projects, including inspection of construction activities, review of project schedules, coordination of design changes, review of change order proposals, and processing of contract documents and invoices. * Acts as an architectural or engineering consultant by serving on committees and provides technical expertise in design, construction, operations, or maintenance related issues. * Acts as the City and/or Departmental Representative on assigned projects. Advises the affected Department of best practices, estimates budget and best course of action on Departmental project. Works to ensure projects are completed in the timeliest and cost-effective manner. Prepares written documentation of project status, manages project budgets, makes presentations to City Council and other city officials, and community and business groups and individuals. * Leads and participates in Community meetings to explain the details and the progress of the Nonstructural program.  Engages at the homeowners to discuss individual questions or concerns and serves a main contact for construction disputes. * Experience required in a public/consultant role serving as direct liaison between contractors, engineers and residents. * Experience required in presenting to large groups of impacted residents, conflict de-escalation, public relations/media engagement, hosting industry day events, contract engagement with residents and businesses.  Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent, with major course work in public administration, human relations, business management, or other related fields. Three years of responsible professional work experience in program management. Preferred candidate will possess: * Working knowledge of: * Building construction and general contracting * Government contracting/procurement requirements/steps * Architectural/engineering construction specs * Flood mitigation techniques (home elevations, basement fills, wet and dry floodproofing) * 5 years' experience in the field preferred; managing flood mitigation nonstructural projects (home elevations, basement fills, wet and dry floodproofing) in coordination with a federally funded program (FEMA, HUD - Disaster Assistance, USACE) * Experience with project delivery for multiple Federal, State and local agencies/clients, specific experience with USACE, FEMA, strongly preferred. Preferred license(s) and/or certifications: * Certified Floodplain Manager  * Project Management Professional certification  Work Location:  501 Boush Street, Norfolk, VA 23510 Work Hours: M-F 8:30 am - 5:00 pm Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
