Title: Senior Traveler Information Program Specialist State Role Title: Prog Admin Specialist III Hiring Range: $84,858- $137,895 Pay Band: 6 Agency: VA Dept of Transportation Location: Dept of Transportation Agency Website: https://www.jobs.virginia.gov/home Recruitment Type: General Public - G Job Duties The Traffic Operations Division is recruiting for the position of Senior Traveler Information Program Specialist. The Senior Traveler Information Program Specialist will serve as the Traveler Information Program Manager and is responsible for ensuring VDOT's 511 services (web, phone service, and mobile apps) deliver accurate, reliable and consistent traveler information. Ensures data and video products from VDOT's Traffic Operations program are delivered accurately, reliably and consistently to third parties. Serves as VDOT's Subject Matter Expert (SME) on all traveler information, 511 and operations data/video distribution services. Ensures all VDOT and VITA requirements and standards are addressed in the delivery of these services. Position specific responsibilities and duties of the Senior Traveler Information Program Specialist include but are not limited to: * Manage contracts that provide VDOT Traffic, Traveler, and Road Information Program (TTRIP) services for Transportation Operations. * Manage the statewide Transportation Video/Data Distribution (TVD) contract. * Foster innovation into delivery of core services. * Track and report program performance and monitor status and funding. * Develop policies and procedures supporting the Traveler Information Program including the planning, deployment, integration, and field operations areas. * Coordinate and collaborate with District, TOC and Division functions that are impacted by Traveler Information Program services, including the Advanced Traffic Management System (ATMS). * Ensure VITA procurement management, oversight compliance and activities are fully addressed for all ITS-based projects under the Traveler Information Program. * Provide assistance, guidance, training, troubleshooting, and support for TOCs and district field users utilizing the 511 and other traveler Information services. * Represent VDOT on national and local committees and boards as a subject matter expert. Minimum Qualifications * Ability to work independently to set priorities, schedules, resolve issues and make decisions. * Ability to communicate effectively with internal and external customers. * Ability to manage multi-discipline contractors, consultants and agency staff in a direct and matrix-based reporting structure. * Ability to follow oral and written instructions. * Ability to gather and analyze data and reach sound, logical conclusions. * Knowledge of ITS technologies and communications networks. * Skill in the use of computers and software applications to include automated financial management programs. * Knowledge of relevant federal and state regulations. * Ability to manage major contracts and associated scope, schedule, costs and risks. * Ability to effectively serve as the Point of Contact between internal and external stakeholders. * Ability to manage tasks in a matrix environment and coordinate between internal and external stakeholders. * Knowledge traffic and emergency operations and maintenance. * Knowledge of strategic planning and policy development. * Ability to work in a fast-paced environment and manage multiple assignments within a diverse workforce. Additional Considerations * Project Management Professional (PMP) Certification. * VITA Project Management Certification. * Skill in the use of computers and web-based applications. * Experience in systems and or operations management. * Experience in ITS and or Information Technology.
