This position is responsible for the oversight of public transportation providers throughout South Dakota as well as leading a team of grant managers concerning financial, operational, planning, procurement, asset management, application, and the overall transit grant duties. Duties include but are not limited to delegate work assignments and overall transit grant duties; planning and revising budgets as needed; oversight of program audits and grant management for public transit providers to ensure appropriate use of funds; reviewing plans submitted by providers and writing state plans; leading the operation of gathering statistical information for year end stats and providing this information to the state legislature; reporting all financials and operational data to the National Transit Database (NTD); grant tracking and payments to providers; oversight of program review for transit providers; scheduling and preparing program meetings and training for subrecipients; development of plans and program reports; and other duties as assigned. The Ideal Candidate Will Have: A bachelor's degree in business, finance, or public administration or related experience in statistical analysis, budgeting, and grant management is preferred. Incumbent will have supervisory experience and experience building and maintaining relationships. Knowledge of: * the federal grant process and administration; * federal rules and regulations governing grant oversight and compliance; * computer programs for data tracking and analysis. Ability to: * analyze financial and statistical information; * communicate effectively with providers and state/local government officials; * solve complex funding issues; * operate various computer hardware/software, including Microsoft applications. * attend to all details of assignments and complete work properly, accurately, and thoroughly; * treat customers courteously and be responsive to their needs; * exercise sound judgment when making decisions and take prompt, decisive action; * work cooperatively with others and promote a friendly work climate in order to achieve shared goals.
