Essential Functions * Under administrative direction, serves as a Senior Systems Analyst for the Department of Innovation & Technology (DoIT), supporting Department of Healthcare and Family Services (HFS) * Interprets technical results and analyzes improvements to the DocGen Forms/Data Matches sub-systems * Writes code specifications for complex program applications * Coordinates the development of major revisions of complex system project including KIDS software * Consults with user groups and bureau staff regarding production and program problems; confers with analysts and programmers to determine problem areas and methods to resolve problems * Keeps abreast of new developments in the field * Provides analyst and programming support for other analysts in the Bureau of KIDS Support as needed, as well as to staff contracted through the agency to provide services in support of the Title IV-D program * Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above Minimum Qualifications * Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields * Requires three (3) years of professional experience in a related Information Technology field Specialized Skills * Requires three (3) years of professional experience with Online and Batch Telon * Requires three (3) years of experience with Common Business Oriented Language (COBOL) * Requires three (3) years of experience with databases created in MS Access, Structured Query Language (SQL) Server, Information Management System (IMS) and Database 2 (DB2) Preferred Qualifications * Three (3) years of professional experience with Online and Batch Telon * Three (3) years of experience with Common Business Oriented Language (COBOL) * Three (3) years of experience with databases created in MS Access, Structured Query Language (SQL) Server, Information Management System (IMS) and Database 2 (DB2) * Three (3) years of experience with Adobe and Microsoft Word * Three (3) years of experience communicating clearly and concisely with audiences at a variety of technical levels Conditions of Employment * Requires ability to travel * This position requires the ability to pass a national background check prior to employment due to access confidential federal tax information * Requires use of agency-supplied equipment (mobile phone, laptop, etc.) * Requires ability to serve on an on-call basis as directed to answer questions and resolve complex issues * Requires the ability to attend seminars, conferences, and training to remain current on methods, tools, ideologies, or other industry related topics relevant to job duties * Requires the ability to lift and carry objects or equipment weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
