Summary As a Building Manager, you will serve as the primary customer agency advocate and first GSA point of Contact with client agency personnel in designated GSA owned or leased buildings. Required to adapt and refine general administrative policies and technical guidelines for application to the issues and facility management problems being evaluated. Contacts or is contacted by tenant agency representatives to determine whether or not existing space allocations and level of building services provided are adequate and consistent with individual agency's current and projected operational needs and program requirements. * Reviews work performed in program areas to ensure compliance with performance standards and general operation guidelines; assures that services provided to buildings tenants are responsive to customer needs and in compliance with levels of service, contract provisions and established codes and standards; develops, implements and monitors programs related to tenant safety and comfort, such as energy conservation, safety, and fire and security protection; oversees technical service operations; conducts periodic inspections of buildings and equipment to determine. * Provides contract administration, lease management and quality assurance support on behalf of tenant agencies and GSA. Oversees operations and/or administers various types of contracts and serves as the contracting officer's technical representative (COTR). Develops and implements a cost effective contract quality assurance plan; monitors contractor's quality control and performance; informs the contracting officer of any technical or contractual difficulties encountered; informs the contractor of failures to comply with technical requirements of the contract; coordinates and/or oversees the work of on-site contractor personnel; evaluates proposed contract changes; and makes recommendations to the contracting officer regarding changes in scope or performance standards. * Exercises full responsibility and authority for the day to day operations of a designated building or groups of buildings within the GSA inventory. In this capacity, programs, develops and directs all on-site building operation, maintenance, repair, alteration, historic preservation, cleaning, recycling, concessions, safety, environmental and security activities in Government-owned and leased buildings assigned. * Plans, develops and has responsibility for the operating budget and all related Federal Buildings Fund procedures and activities, including preparation of the annual budget estimates for all building support functions assigned, and the judicious and cost effective expenditure and documented control of funds allotted. * Develops and promotes positive working relationships with customer agencies and client personnel, and maintains continuous liaison with building tenants and top management officials of customer agencies and tenants at facilities managed. Exercises delegated authority to commit resources to continually improve and support customer satisfaction for projects. As a customer advocate, makes recommendations to his/her supervisor regarding initiation of projects and activities that exceed his/her authority. Regularly meets with high level client agency representatives and tenants from various Federal agencies, including Judges, Senators, Congressional representatives, other public officials, and the general public on any matter involving GSA programs and activities within the buildings assigned. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience evaluating policies, implementing programs, and independently making decisions related to the operation and maintenance of large office buildings (250,000 sq ft or move) and leased space; analyzing the effectiveness of facility operations, which included the operation of energy management and building control systems; developing and maintaining strong working relationships with customer agencies, lessors, contractors, and client personnel; and managing or monitoring real property budgetary and financial data. Specific knowledge of FAR related to Simplified Acquisition procedures necessary to prepare and award small purchase contracts within delegated authorities. * Specialized program knowledge of building management operations, to included mechanical and building maintenance; operations and energy conservation; custodial management; recycling; art and historic preservation; space alterations; safety and environmental management and concessions. * Technical knowledge and competency in the areas of design, operation, maintenance and management of assigned building(s) and buildings systems required to provide quality building and related services that meet client agency facility requirements. * Knowledge of cost and price analysis to forecast costs and evaluate prices for which no historical data exists. * Advanced skill in interpersonal relations and in written and oral communications. * Ability to plan, schedule, and balance all technical aspects of multiple tenant requirements.
